Tender Summary

Objectives

The primary objective is to procure and deliver twenty (20) units of blank covers (4x4) to Grey’s Hospital for institutional repair and maintenance. The procurement seeks to secure cost-effective, compliant goods while adhering to the KwaZulu-Natal Department of Health’s supply chain management policies, preferential procurement regulations, and statutory transparency requirements.

Scope

• Supply and delivery of 20 units of blank covers (4x4) to Grey’s Hospital.
• All delivery costs must be included in the quoted price.
• Provision of new, unused products with a minimum remaining validity of six months upon delivery.
• Full compliance with administrative, mandatory, and technical returnable documents.
• Execution under the General Conditions of Contract (GCC) and Special Conditions of Contract (SCC).
• Participation in an 80/20 preference point evaluation framework.

Technical Requirements

• Product Specification: Blank covers measuring 4x4 units. Bidders must explicitly confirm compliance with the attached specification form.
• Quality & Condition: Goods must be brand new, unused, and free from defects. Second-hand, refurbished, or expired products are strictly prohibited.
• Sample Submission: Physical samples are mandatory. The top three highest-scoring bidders will be contacted to submit samples. Non-submission results in disqualification. Previous successful suppliers to Grey’s Hospital may waive this requirement by providing copies of past orders or invoices.
• Mandatory Documentation: Completed quotation forms, SBD 4 (Bidder’s Disclosure), SBD 6.1 (Preference Points Claim Form), official price page, specification form, and Central Suppliers Database (CSD) verification reports.
• Warranty & Performance: Twelve-month warranty against manufacturing or material defects. Penalty clauses apply for delayed delivery or contract default.

Skills Requirements

No specialized technical or engineering skills are required, as the procurement involves standard institutional supplies. Bidders must, however, demonstrate:

• Proficiency in public sector procurement compliance and documentation.
• Ability to meet strict administrative deadlines and submission protocols.
• Logistical capacity for timely delivery and coordinated sample submission.
• Familiarity with BBBEE verification processes and preferential procurement reporting.

Notes on Unusual or Complicated Terms

• 80/20 Preference Point System: Evaluation allocates 80 points for price competitiveness and 20 points for specific transformation goals. Full points are awarded to companies at least 51% owned by Black People. Missing proof forfeits these points but does not disqualify the bid.
• Sample-Driven Shortlisting: Unlike typical low-value tenders, this process requires physical sample submission by top scorers to verify quality before final award.
• CSD & Tax Compliance Verification: The Central Suppliers Database and SARS tax status are automatically cross-checked. Bidders with non-compliant tax statuses are excluded regardless of pricing.
• SBD 4 Conflict Disclosure: Bidders must declare any personal or business relationships with KwaZulu-Natal Department of Health employees. Undisclosed conflicts are treated as false declarations and result in immediate disqualification.
