Objectives

The primary objective of this tender is to appoint a qualified supplier to provide blank thermal transfer labels specifically engineered for compatibility with ZT411 Zebra barcode printers. The procurement seeks to secure reliable, high-quality labeling solutions while ensuring compliance with South African public procurement legislation and socio-economic transformation targets.

Scope

The tender covers the supply of five distinct label configurations. All items require a 76mm core and thermal transfer technology. Suppliers may quote for original Zebra-branded products or functionally equivalent alternatives:

• Paper label, 70x32mm
• Paper label, 76x51mm with 8000T All-Temp coated adhesive
• Paper label, 83x51mm with Z-Perform 1000T uncoated permanent adhesive
• Semi-gloss barcode label, 80x40mm (3,000 labels per roll)
• Paper label, 76x127mm with Z-Perform 1000T uncoated permanent adhesive

Technical Requirements

Bidders must substantiate product quality and compatibility through rigorous documentation:

• Original manufacturer technical datasheets, Certificates of Analysis (COA), product brochures, or complete specification sheets for each quoted item.
• Clear photographic evidence of the actual products being supplied.
• Verified proof of prior supply within the preceding 36 months, supported by stamped invoices, delivery notes, or signed reference letters containing contact details (minimum of two documents required).
• Strict adherence to specified dimensions, adhesive types, coating/uncoating finishes, and core sizes optimized for thermal transfer printing on ZT411 systems.

Skills & Compliance Requirements

Successful bidders must demonstrate administrative competence and regulatory compliance:

• Complete and submit mandatory Standard Bid Document (SBD) forms, including disclosures regarding state employment conflicts, related enterprise interests, and anti-collusive bidding declarations.
• Operate under the Preferential Procurement Policy Framework Act using an 80/20 scoring model (80% price competitiveness, 20% socio-economic goals).
• Provide valid Broad-Based Black Economic Empowerment (BBBEE) certificates to claim preference points: minimum 51% black ownership, 30% women ownership, or verified disability status.
• Register and utilize the client’s designated supply chain management procurement portal for all bid submissions, tracking, and communications. Email submissions and Word/Excel formats are explicitly prohibited.
• Accept and comply with the Government Procurement General Conditions of Contract (July 2010).
