Objectives

The primary objective of this tender is to procure branding and promotional items for the campaign against Gender-Based Violence and Femicide (GBVF). This includes providing ceremonial regalia such as gowns, chains, maces, and other related items to support the induction and formal activities of the Junior City Council, as well as branding materials like banners, tablecloths, cups, beanies, scarves, bags, pens, and notepads. The aim is to enhance the visibility and impact of the GBVF awareness campaign through appropriate branding and ceremonial items that align with the campaign’s messaging and branding specifications.

Scope

The scope encompasses the supply, branding, and delivery of:

• Promotional items such as pull-up banners, fold-up banners, cotton tablecloths, stainless steel cups, navy blue beanies, scarves, branded bags, pens, and notepads.
• Ceremonial regalia including gowns (black, red, and black with SPLM logo), gold-plated chains, black gowns with SPLM logos, embroidered gowns, and a stainless steel mace.
• All items must incorporate the specified GBVF branding elements, logos, and color schemes (black, purple, white).
• Items must adhere to technical specifications outlined in the tender documents, including branding placement, quality, and durability.
• Delivery must be completed within the stipulated timeframe, with prices held valid for at least 30 days from the closing date.

Technical Requirements

• All branding materials must include the official logos, slogans ("We Serve"), and specific GBVF messaging as detailed in the tender.
• Items such as banners, tablecloths, cups, and regalia must meet specified dimensions, colors, and branding placements.
• Gowns and ceremonial chains must be of specified styles, colors, and quality, suitable for formal ceremonies.
• All items must be produced using locally sourced materials where applicable, with local content compliance documented as per SATS 1286:2011.
• Pricing must be inclusive of VAT and delivery costs, with prices valid for at least 30 days from the bid closing date.
• Suppliers must submit all required documentation, including tax compliance certificates, municipal accounts or lease agreements, CSD registration, B-BBEE certificates, and joint venture agreements if applicable.

Skills and Capacity Requirements

• Proven experience in supplying and branding promotional and ceremonial items for government or similar institutions.
• Ability to meet technical specifications and branding guidelines outlined in the tender documents.
• Capacity to produce high-quality items within the specified delivery timeframe.
• Compliance with local content requirements and documentation as per SATS 1286:2011.
• Demonstrated financial stability and good supply chain management practices, including tax compliance and B-BBEE status.
• Experience in managing joint ventures or partnerships, if applicable, with appropriate agreements and documentation.
• Ability to provide after-sales support and ensure adherence to branding and quality standards throughout the contract period.
