Tender Summary: Design, Production and Branding of Solid Waste Management Trucks

Objectives

The primary objective is to engage a qualified service provider to design, manufacture, supply, and install high-quality vehicle branding on the Buffalo City Metropolitan Municipality’s (BCMM) solid waste management fleet. The branding initiative aims to reinforce the municipality’s corporate identity, enhance public awareness of waste management services, and support environmental awareness campaigns while ensuring strict visual consistency across all municipal vehicles in line with BCMM’s Corporate Identity Guidelines.

Scope of Work

The contract encompasses the complete branding lifecycle for fourteen (14) municipal vehicles:

• 10 Compactor Trucks
• 3 x 4-Ton Trucks
• 1 Tipper Truck

Service deliverables include conceptual artwork design and layout, production of final print-ready files, premium cast vinyl printing, comprehensive surface preparation and cleaning, full branding installation, and application of reflective safety decals where applicable. All vehicle dimensions and branding zones will be physically verified during pre-production site inspections before manufacturing begins.

Technical Requirements

Bidders must comply with rigorous technical, material, and installation standards:

• Material Specifications: All branding materials must be premium automotive-grade vinyl engineered for heavy-duty municipal operations. Materials must withstand harsh weather conditions, road debris, chemical exposure, and frequent high-pressure washing. Minimum durability warranties must cover resistance to peeling, cracking, and UV-induced fading.
• Production & Installation Standards: Providers must execute professional surface preparation, precise vinyl application, bubble-free finishing, secure edge sealing, and strict adherence to occupational health and safety regulations during all installation phases.
• Acceptance Criteria: Final acceptance is conditional upon post-installation verification confirming adherence to BCMM Corporate Identity protocols, fleet-wide visual consistency, and compliance with all durability and safety benchmarks.

Skills & Experience Requirements

Qualification is contingent upon meeting mandatory functionality criteria and demonstrating proven industry capability:

• Proven Experience: Minimum three (3) years of documented experience in the design, production, and branding of commercial trucks or vehicles within public and private sector environments.
• Documentation: Submission of award letters spanning three distinct years, corresponding invoices/orders, client reference letters, and photographic evidence of workshop facilities and specialized branding equipment. BCMM reserves the right to conduct unannounced physical site inspections prior to contract award.
• Compliance & Registration: Active registration on the BCMM Supplier Database and the national Central Supplier Database (CSD), current tax clearance status, and submission of all prescribed Municipal Bidding Documents (MBDs) including conflict of interest declarations, past supply chain management practice disclosures, and independent bid determination certificates.
• Evaluation Framework: Quotations will be assessed using a structured scoring model allocating 80% to price competitiveness and 20% to specific socio-economic goals (Broad-Based Black Economic Empowerment status and supplier locality within the Eastern Cape).

Key Procurement Terms & Conditions

The tender incorporates standard South African municipal procurement frameworks with specific operational directives:

• 80/20 Preference System: A standardized scoring mechanism where financial offers carry the highest weight (80%), while 20% is allocated to socio-economic transformation targets, primarily B-BBEE contributor levels and geographical proximity to the municipality.
• CSD & Tax Compliance: Suppliers must maintain active registration on the Central Supplier Database, which serves as the national repository for verifying tax compliance, legal standing, and historical performance before any contract award.
• Contract Formation & Pricing: No goods may be delivered or services rendered until an official Purchase Order is issued. The contract will be administered under the General Conditions of Contract 2015 (National Treasury), with fixed pricing for the contract duration and strict provisions against collusive bidding, price manipulation, or unilateral deviations.
