To secure a reliable, one-off supply of compliant disposable theatre caps to support clinical and infection-control operations at Harry Gwala Regional Hospital.

Scope

The procurement covers the supply and delivery of 200,000 units of disposable theatre caps. The contract is a single-delivery arrangement with a quotation validity period of 90 days. All logistics, including transportation and unloading at the designated hospital facility, must be factored into the quoted price. Expired goods are strictly prohibited, and all supplied items must retain a minimum shelf life of six months upon delivery.

Technical Requirements

• Product Type: Disposable, bonnet-style surgical theatre caps.
• Material & Construction: Non-woven fabric with a strong grain running lengthwise along the ties. The back panel must feature an elasticated gathering mechanism.
• Design & Fit: Engineered to accommodate most head sizes while ensuring complete hair coverage.
• Colour: Green (as per specification).
• Packaging: Supplied in boxes containing 10 packets, with each packet holding 100 units.
• Quality & Compliance: Goods must strictly conform to the published specification. Second-hand or refurbished items are unacceptable. Physical samples may be requested from the top three scoring bidders for verification prior to contract award.

Suppliers must demonstrate standard commercial and logistical competencies, including inventory management, quality assurance for medical disposables, and the capacity to execute timely bulk deliveries. Participation requires full compliance with statutory procurement regulations, including active Central Supplier Database (CSD) registration, valid tax clearance status, and accurate submission of preferential procurement documentation.

• 80/20 Preference Point System: A scoring methodology where 80 points are allocated for competitive pricing and 20 points for socio-economic transformation. Full points are granted to enterprises with at least 51% black ownership, verified through official database records or sworn affidavits.
• SBD Forms (Standard Bidding Documents): Mandatory returnable forms. SBD 4 requires full disclosure of any personal or business relationships with departmental officials to prevent conflicts of interest. SBD 6.1 is used to claim preference points for specific goals; incomplete submissions result in zero points for those categories.
• Performance Penalties & Restriction Clauses: Delays in delivery incur daily financial deductions calculated at the prevailing prime interest rate. Repeated non-performance or fraudulent bidding may trigger contract termination and impose a prohibition on doing business with the public sector for up to ten years.
