Objectives

The primary objective of this tender is to carry out infra-red (thermal imaging) detection on electrical distribution boards and panels at East Boom CHC to identify potential electrical faults or issues, thereby supporting preventive maintenance and ensuring electrical safety.

Scope

The scope includes:

• Performing infra-red thermal imaging inspections on all specified electrical distribution boards, panels, kiosks, and main electrical panels within East Boom CHC.
• Removing and replacing face plates and covers as necessary for inspection.
• Providing a detailed narrative report supported by thermal images, documenting findings and any anomalies detected.
• Carrying out inspections on various electrical components including three-phase 1, 2, and 3-tier boards, main electrical panels, and external kiosks located in East Street and Boom Street.
• Ensuring all work complies with relevant standards and safety regulations.

Technical Requirements

The technical requirements specify that:

• All electrical work must conform to the KwaZulu-Natal Province Standard Specification for mechanical installations and the Department of Health Standard Specification for Electrical Equipment and Installation.
• All electrical components and work must meet SABS 1473 Part 1 - 1989 / IEC 493 – 1 1985 standards.
• Work must be carried out by qualified, competent personnel skilled in electrical and thermal imaging inspections.
• Removal and replacement of panel covers are the responsibility of the service provider.
• All equipment used must be new, unused, and of the latest type or pattern, bearing appropriate standards marks (e.g., SABS).
• A Certificate of Compliance in accordance with the Occupational Health and Safety Act (OHS Act) is required for all electrical work.
• Inspections must be carried out in accordance with the KwaZulu-Natal Province specifications and relevant safety standards.

Skills Requirements

The successful bidder must demonstrate:

• Proficiency in thermal imaging inspection techniques and operation of infra-red cameras.
• Experience in electrical inspections, particularly in testing electrical distribution boards and panels.
• Ability to interpret thermal images and produce comprehensive reports with narratives and imagery evidence.
• Knowledge of relevant standards, safety regulations, and compliance requirements.
• Qualified personnel with appropriate certifications, such as electrical trade qualifications and relevant health and safety certifications.
