Objectives

The primary objective is to perform preventive maintenance through comprehensive oil sampling and diagnostic testing on twelve 11,000V transformers at Grey’s Hospital. This ensures operational reliability, early fault detection, regulatory compliance, and the safe continuation of electrical supply to critical hospital infrastructure.

Scope of Work

• Conduct annual oil sampling and testing on ten silica gel oil transformers and two mineral insulated oil transformers.
• Execute diagnostic tests including Poly Chlorinated Biphenols (PCBs) screening, insulation paper condition assessment, insulation oil analysis, and internal condition evaluation via Dissolved Gas Analysis (DGA).
• Inspect and document the external physical condition of each transformer.
• Produce and submit a detailed technical report for every transformer tested.
• Restore all work areas to a clean, tidy state and hand over all removed equipment to the Maintenance Manager.
• Perform all necessary masonry, patching, and painting associated with the electrical testing and installation.
• Notify the Maintenance Engineering Department prior to commencement and submit quotations for any required after-service repairs.

Technical Requirements

• Full compliance with the South African Bureau of Standards (SABS) Codes of Practice for National Building Regulations and Premises Wiring, KZNPA General Electrical Specification, and the Occupational Health and Safety Act 85 of 1993.
• All identified faults must be formally reported and documented.
• Bidders must hold a valid Letter of Good Standing from the Department of Employment and Labour.
• Contractor must be registered with the Construction Industry Development Board (CIDB) at grading 1EB or higher.
• Submission of a comprehensive Safety Plan or Programme of Works prior to site mobilisation.
• Strict adherence to the attached specification document; failure to confirm compliance results in disqualification.
• Evaluation follows an 80/20 preference point system: 80 points allocated to price and 20 points to specific socio-economic goals (minimum 51% black ownership).

Skills Requirements

• Certified competent electrician or technician with proven expertise in high-voltage transformer maintenance and oil analysis.
• Proficiency in conducting DGA, PCB screening, and insulation diagnostics on both silica gel and mineral insulated transformers.
• Ability to interpret complex test data and compile clear, professional technical reports.
• Working knowledge of hospital electrical reticulation systems and preventive maintenance protocols.
• Competency in basic masonry, plastering, patching, and painting to restore premises post-testing.
• Strong understanding of occupational health, safety, and environmental compliance standards relevant to electrical infrastructure.
