Objectives

The primary objective of this tender is to procure a reliable Cash-in-Transit (CIT) service for daily banking operations across various Department of Health institutions in KwaZulu-Natal. The service aims to ensure secure collection, conveyance, storage, and delivery of cash and bank deposit books, supporting the department’s financial operations and security requirements over a contract period of three years.

Scope

The scope includes:

• Provision of cash-in-transit services for multiple health institutions within KwaZulu-Natal.
• Collection, secure conveyance, storage, and timely delivery of cash and bank deposit books.
• Compliance with security, safety, and regulatory standards, including PSIRA registration.
• Operational activities such as identity verification, receipt issuance, and adherence to scheduled collection times.
• Insurance arrangements and handling of claims related to cash-in-transit.
• Security screening of personnel and provision of identification documentation.
• Performance monitoring and reporting as per contractual obligations.

Technical Requirements

The technical specifications include:

• Registered and compliant with the Private Security Industry Regulatory Authority (PSIRA).
• Use of sealed containers and envelopes for cash and deposit books.
• Provision of official receipts for each collection.
• Collection window between 08:00 and 12:00, Monday to Friday.
• Immediate deposit of collected cash into the designated bank account.
• Verification of personnel identity via official ID cards and uniformed appearance.
• Provision of security clearance and insurance coverage.
• Adherence to specified collection and delivery schedules.
• Insurance coverage against loss or damage, with proof of policy submitted.
• Contingency plans for disruptions, strikes, or unrest.

Skills Requirements

The service provider’s personnel must possess:

• Valid PSIRA registration and security clearance.
• Proper training in cash handling, security procedures, and customer service.
• Ability to verify identities and handle cash securely and efficiently.
• Professional conduct, including punctuality, confidentiality, and adherence to safety protocols.
• Capacity to respond to emergencies, disruptions, or security threats.
• Effective communication skills for coordination with department officials and bank staff.
