Objectives

The primary objective is to appoint a qualified supplier to provide catering goods and services to Onderstepoort Biological Products Ltd. The procurement process aims to secure cost-effective pricing while advancing national transformation goals through a structured evaluation framework compliant with South African public procurement legislation.

Scope

The successful supplier will deliver pre-packaged food and beverage bundles comprising:

• 115 cans of soft drink (440ml)
• 115 cans of juice (300ml)
• 210 spicy grilled BBQ chicken drumsticks
• 210 bottles of still water (500ml)
• 210 chicken wraps

All items must be assembled into individual bundles containing one drink, one chicken wrap, one chicken piece, and one water bottle per recipient.

Technical Requirements

• Submit verifiable proof of prior supply for the requested service within the past 24 months (minimum two stamped invoices, delivery notes, or reference letters).
• Provide all bid documentation exclusively in PDF format; Word or Excel files will be rejected.
• Complete and attach mandatory statutory forms, including the Bidder’s Disclosure and Preference Points Claim Form.
• Adhere strictly to the General Conditions of Contract (July 2010) governing delivery, quality assurance, payment terms, and compliance.
• Submit quotations exclusively through the designated procurement portal; email submissions are not accepted.
• Maintain bid validity for the specified period and ensure all offerings remain binding upon acceptance.

Skills and Experience Requirements

• Demonstrated experience in bulk food and beverage supply or catering services within the preceding 24 months.
• Proficiency in navigating public sector procurement portals and completing standardized bidding documentation.
• Ability to meet strict packaging, hygiene, and delivery specifications for pre-assembled meal bundles.
• Competence in providing valid Broad-Based Black Economic Empowerment (BBBEE) certificates or equivalent disability documentation to support preference point claims.

80/20 Preference Point System: Evaluations allocate 80% of scoring to price competitiveness and 20% to socio-economic transformation goals. Points are awarded for verified black ownership (≥51%), women ownership (≥30%), or registered disability status.
