Objectives

The primary objective of this tender is to procure and deliver energy-efficient, compliant lighting fixtures to Clairwood Hospital for routine maintenance and replacement. Scope

The contract covers the supply and delivery of the following items to the hospital premises:

• Ceiling Panel LED Lights: 150 units, dimensions 600 x 600 mm, inclusive of drivers.
• LED Stick Bulbs: 420 units, 7 watts, screw-type fitting.

All goods must be new, unused, and have a minimum shelf life of six months upon delivery. The quotation remains valid for ninety days. The successful bidder bears all transportation and delivery costs to the specified location. No installation, commissioning, or ongoing maintenance services are included in this scope.

Technical Requirements

• Products must comply with SABS or ISO approved quality standards. Certified proof of compliance must be submitted with the quotation.
• Ceiling panels must be 600 x 600 mm and supplied with compatible electronic drivers.
• Stick bulbs must operate at 7 watts with a standard screw base.
• Packaging must protect goods against damage, moisture, and extreme temperatures during transit.
• A manufacturer's warranty of twelve months applies from the date of delivery and acceptance at the final destination.
• The procuring authority may request physical samples from the top three scoring bidders for independent verification.
• Bidders must be registered on the Central Suppliers Database (CSD) and hold a valid SARS tax clearance certificate.

Skills Requirements

No specialized technical, electrical, or installation skills are required. This is a straight supply contract requiring standard logistics, inventory management, and compliance documentation capabilities. Bidders must demonstrate the operational capacity to source, transport, and deliver the specified quantities within agreed timeframes.

Key Procurement Terms & Clarifications

• 80/20 Preference Point System: Evaluation is scored out of 100 points: 80 points for competitive pricing and 20 points for specific socio-economic goals. Full points are allocated to promote South African-owned enterprises.
• SBD 4 & SBD 6.1 Forms: Standard government returnable documents. SBD 4 requires disclosure of any personal or business relationships with Department of Health officials. SBD 6.1 is used to claim preference points for specific goals.
• SAHPRA Licence Requirement: Although typically associated with pharmaceuticals and medical equipment, the tender mandates a valid licence from the South African Health Products Regulatory Authority. This indicates the lighting fixtures may be classified as clinical-grade or intended for sterile healthcare environments.
• Contract Termination & Penalties: Delayed deliveries incur daily penalties calculated at the prime interest rate. Repeated non-performance or fraudulent declarations may result in contract cancellation and a restriction from public sector procurement for up to ten years.
