The contract encompasses all costs related to manufacturing, binding, packaging, transportation, and final delivery to the designated hospital location. No installation, commissioning, training, or after-sales support services are included.

Technical Requirements

• Format & Dimensions: A4 size, white paper, duplex (double-sided) printing with exactly 84 pages per book.
• Design & Layout: Pre-printed template tailored for primary healthcare, featuring structured fields for patient demographics, facility identifiers, HPRS labels, and clinical tracking sections.
• Quality Standards: Books must be brand new, unused, and constructed with durable materials capable of withstanding frequent clinical handling and storage.
• Compliance: Strict adherence to the attached specification annexure is mandatory. Bidders must explicitly confirm compliance with all sizing, material, and printing parameters.
• Delivery Timeline: Maximum lead time of three weeks. Any quotation proposing a longer delivery period will be automatically disqualified.
• Validation: The procuring authority reserves the right to request physical samples for specification verification. All sample preparation and testing costs are borne by the bidder.

• 80/20 Preference Point System: A procurement scoring model where eighty percent of evaluation points are awarded based on price competitiveness, and twenty percent are allocated to specific transformation goals. Full points are granted to enterprises that are one hundred percent owned by Black Africans.
• Performance Security: A financial guarantee (such as a bank guarantee or certified cheque) required from the successful bidder within thirty days of contract award to ensure履约. Failure to provide it may result in contract cancellation.
• Prime Interest Rate Penalty: A contractual clause stipulating that delayed deliveries will incur daily financial deductions calculated using the current prime lending rate until the goods are successfully delivered.
