Objectives

The primary objective is to appoint a suitably qualified and experienced service provider to supply and deliver chlorine gas to the Rand West City Local Municipality.

Scope

The contract encompasses the supply and delivery of four (4) chlorine cylinders, each containing 925 kilograms of gas. The municipality reserves the right to accept bids in whole or in part and may appoint multiple service providers if deemed necessary.

Technical Requirements

• Valid written quotation valid for at least ninety (90) days from the closing date, inclusive of VAT where applicable.
• Tax Pin Compliance Certificate and current Central Supplier Database (CSD) registration summary.
• Original Broad-Based Black Economic Empowerment (BBBEE) certificate, certified copy, or verified affidavit for EMEs/QSEs. Joint ventures must submit a consolidated certificate.
• Company registration documents and identity copies of managing directors.
• Proof of non-arrears for municipal accounts (exceeding three months), a valid lease agreement, or an SAPS affidavit confirming exemption from municipal rates.
• Audited annual financial statements for the past three years are required if the contract value exceeds R10 million.
• Completion of all mandatory municipal bidding forms, including declarations on conflict of interest, past supply chain management practices, and independent bid determination.

Skills Requirements

The tender does not specify explicit technical certifications or professional qualifications. However, bidders are expected to demonstrate proven operational capability in handling, storing, transporting, and delivering hazardous industrial gases in strict compliance with national safety, environmental, and regulatory standards. • 2% Corporate Social Responsibility (CSR) Levy: Successful bidders consent to a mandatory two percent (2%) deduction from each invoice value. These funds finance municipal community development initiatives, including education, socio-economic development, sports, arts, culture, recreation, and support for marginalized groups.
• Specific Goals Preference Points: Up to twenty (20) preference points may be awarded based on demographic ownership criteria. Bidders must demonstrate at least fifty-one percent (51%) black ownership and fifty-one percent (51%) female ownership to qualify.
• Mandatory Declarations: Bidders must confirm they are not currently in the service of the state, disclose any personal or familial relationships with evaluating officials, and certify that bids were prepared independently without collusive arrangements.
• Evaluation Framework: Bids are assessed using an 80/20 or 90/10 preference point system, allocating eighty to ninety points for price and ten to twenty points for specific goals. The municipality does not guarantee acceptance of the lowest bid.
