Objectives

The primary objective is to procure and deliver standardized personal protective equipment and workwear to support municipal operations and Expanded Public Works Programme (EPWP) initiatives. The tender seeks to secure cost-effective supplies while advancing socio-economic transformation through preferential procurement policies that prioritise black-owned enterprises.

Scope

The successful service provider will supply and deliver the following branded items within an agreed timeframe:

• 90 pairs of executive chukka boots (male sizes 3–11)
• 180 two-piece orange work suits/overalls (sizes 28–46)
• 90 orange bush caps
• 180 pairs of socks
• 150 pairs of gloves

All quotations must remain valid for thirty days, and a firm delivery period must be clearly stated. The municipality reserves the right to reject excessively priced bids.

Technical Requirements

Bidders must strictly adhere to the following material, construction, and branding specifications:

• Chukka Boots: Black colour, Lunna and Bartman leather upper, double-density polyurethane sole, non-woven vamp lining, padded standard tongue, and quick-release lacing with D-rings. Exact size distribution must be maintained.
• Two-Piece Overalls: Orange colour, 65% cotton and 35% polyester fibre blend, featuring two side pockets. The back must display a large pitch-black “EPWP” letter print. The top left pocket requires an embroidered EPWP logo with the financial year “2026/27” embroidered directly beneath it.
• Bush Caps: Orange colour with the EPWP logo and “2026/27” embroidered on the forehead.
• Socks & Gloves: Supplied in specified quantities; standard municipal-grade durability and comfort are expected.

All goods must be new, undamaged, and fully compliant with the stated specifications. Custom manufacturing or sourcing capabilities must ensure precise embroidery, printing, and size-specific inventory accuracy.

Skills and Compliance Requirements

Bidders must demonstrate the following operational capabilities and submit mandatory documentation:

• Registration with the Central Supplier Database (CSD) and a valid Tax Clearance PIN.
• Submission of a completed MBD4 Declaration of Interest form.
• Supply chain and logistics expertise to guarantee on-time delivery within the stipulated period.
• Understanding of public procurement evaluation frameworks, specifically the 80/20 scoring model where 80% is allocated to price and 20% to socio-economic transformation goals. The transformation component awards 20 points for 100% black ownership, 18 points for greater than 51%, and 14 points for less than 51%.
• Adherence to national legislative standards, including data privacy and transparency requirements throughout the contract lifecycle.
