Objectives

The primary objective is to procure a comprehensive cybersecurity solution to protect the municipality's digital communications and user endpoints from evolving cyber threats. The initiative aims to strengthen email security, enable rapid threat detection and mitigation, and ensure uninterrupted administrative operations for municipal staff.

Scope of Work

The municipality requires the supply and implementation of Cibecs Endpoint Protection Services, licensed for 150 users. The scope covers the end-to-end delivery of a cloud-based email and endpoint security platform. This includes initial deployment, configuration, ongoing system management, and continuous monitoring. The contract encompasses full technical support, mandatory software upgrades, and proactive threat intelligence services throughout the agreement period. The successful bidder will be responsible for maintaining platform performance, generating security reports, and ensuring alignment with municipal IT security protocols.

Technical Requirements

• Licensing: Valid subscription license covering exactly 150 concurrent users.
• Core Security Capabilities: Automatic defense against email threats, URL/link protection, mobile device access support, real-time threat dashboards, daily automated threat reporting via email, email message retraction functionality, anti-spoofing/impersonation safeguards, live threat analysis, and attachment scanning with disarming and sandboxing features.
• Support & Maintenance: The service fee must include a formal support agreement, all future software updates/upgrades, and unlimited remote technical support for the entire contract duration.
• Development Support: Provision of South African-based development support for the software platform.
• Vendor Certification: The service provider must hold official partnership status with Cibecs to be eligible for evaluation.

Skills & Qualifications Requirements

• Official accreditation or partnership certification from Cibecs.
• Proven experience in deploying, configuring, and managing enterprise-grade cloud-based email and endpoint security solutions.
• Technical competency in delivering remote support, conducting live threat analysis, and executing seamless software upgrade cycles.
• Familiarity with public sector IT governance, data protection standards, and cybersecurity best practices.

• Sandboxing: A security methodology where suspicious files or attachments are executed in an isolated, virtual environment to monitor their behavior without exposing actual network infrastructure to potential malware.
• Message Retraction: The technical ability to successfully recall or withdraw an email after transmission, preventing accidental data leaks or mitigating the impact of phishing attempts.
• Cibecs Partner: An officially authorized vendor or systems integrator permitted by Cibecs to distribute, implement, and provide manufacturer-backed support for its cybersecurity products, ensuring access to legitimate licenses and direct technical escalation paths.
