Objectives

The primary objective of this tender is to appoint a competent, qualified, and accountable Professional Services Provider (PSP) to deliver full-life-cycle Civil Engineering services for the infrastructure delivery of a new Labour Building facility. This includes the design, planning, construction monitoring, and management of civil infrastructure such as site clearance, utility reticulation, stormwater, roadworks, parking, and fencing, ensuring compliance with relevant standards and legislation.

Scope

The scope encompasses all necessary planning, detailed design, specifications, tender documentation, and construction supervision for the following civil disciplines:

• Site clearance and bulk earthworks
• Sewer reticulation and connection to municipal mains
• Water reticulation and fire-water systems
• Stormwater drainage systems
• Roadworks and parking pavement design
• Perimeter security fencing

The project is located in Swellendam, Western Cape, with an estimated project cost of R4,401,056.60. The project milestones include design approvals, tendering, construction, and final completion, with provisional dates provided for planning purposes.

The services also include coordination with other service providers, compliance with legislation, environmental assessments, targeted procurement, and final documentation for handover and operation.

Technical Requirements

• Adherence to the 2023 National Department of Public Works & Infrastructure Scope of Engineering Services and Tariff of Fees.
• Provision of comprehensive design, documentation, and construction supervision in accordance with the specified stages (Inception, Preliminary Design, Detail Design, Documentation & Procurement, Construction Monitoring, Close-Out).
• Implementation of labour-intensive construction methods where applicable, with staff qualified as per EPWP guidelines.
• Compliance with all relevant legislation, standards, and environmental regulations, including the Occupational Health and Safety Act, environmental impact assessments, and local authority requirements.
• Use of compatible software and secure document management practices.
• Provision of detailed reports, drawings, specifications, and final documentation, including as-built drawings and operation manuals.

Skills Requirements

• Registered professional civil engineers or civil engineering technologists registered with the Engineering Council of South Africa (ECSA).
• Experience in civil infrastructure design, utility reticulation, stormwater, roadworks, and construction supervision.
• Proven capability in managing multidisciplinary teams and coordinating with other service providers and authorities.
• Knowledge of environmental legislation, labour-intensive construction methods, and targeted procurement processes.
• Ability to prepare detailed technical reports, cost estimates, and project schedules.
• Competence in using relevant software tools for design, project management, and document control.
• Demonstrated experience in similar projects within the Western Cape or comparable environments.
