Objectives

The primary objective of this tender is to appoint a qualified supplier for the provision and timely delivery of water and sanitation clamps and associated piping infrastructure materials to the municipality.

Scope of Work

The successful bidder will be responsible for supplying and delivering a fixed quantity of standardized plumbing and civil components, specifically:

• Half clamps (sizes: ½", ¾", and 1")
• Designated clamp models (CR1-0238-06, CR1-0288-06, CR1-0375-08)
• Cement (50kg bags)
• PVC bent fittings (110mm × 45° and 90°)
• Steel straps for PVC pipes (200mm and 100mm)

Quantities range between 30 and 100 units per line item. The supplier must ensure all goods meet municipal quality standards and are delivered according to agreed schedules.

Technical Requirements

Bidders must satisfy the following technical and procedural conditions:

• Submit a formal written quotation valid for a minimum of ninety (90) days from the closing date, inclusive of VAT where applicable.
• Goods must align with standard municipal water and sanitation specifications as indicated by the referenced part numbers.
• Provide mandatory compliance documentation: tax PIN compliance certificate, CSD registration summary, original or certified BBBEE certificate/affidavit, company registration documents, and ID copies of all managing directors.
• Demonstrate that the company is not in arrears with municipal accounts for more than three months, or provide a valid lease agreement or SAPS affidavit confirming exemption from municipal rates.
• All submissions must be printed on official company letterhead and deposited physically in the designated municipal tender box. Electronic, faxed, or late submissions will be automatically disqualified.

Skills & Experience Requirements

While no specialized trade certifications are mandated, bidders must demonstrate:

• Operational capability to source, inventory, and deliver standardized water and sanitation infrastructure components reliably.
• Familiarity with public sector procurement frameworks, including preferential scoring systems and supply chain compliance.
• Adequate financial capacity to fulfill contractual obligations. Audited annual financial statements for the past three years are required if the awarded contract exceeds R10 million.

Key Terms & Unusual Conditions

Corporate Social Investment (CSI) Levy: Successful contractors will have a mandatory 2% deduction (inclusive of VAT) applied to every invoice payment. This levy funds municipal community development programs focused on education, socio-economic upliftment, sports, arts, and support for marginalized groups.

Preferential Procurement (80/20 System): Evaluations use an 80-point price criterion and a 20-point specific goals criterion. Bidders may claim up to 20 points by proving at least 51% black ownership and 51% female ownership through verified BBBEE documentation, sworn affidavits, or CSD records.

State Employee Exclusion: Any individual currently employed by or serving on the board of a government entity, legislature, or municipal body is strictly prohibited from participating. The Construction Industry Development Board (CIDB) grading system does not apply to this procurement.
