Objectives

The primary objective of this tender is to appoint a qualified service provider for the comprehensive cleaning, repair, and reinstallation of aluminium gutters at St Andrews District Hospital. The contract aims to restore optimal drainage functionality, mitigate water-related structural risks, and ensure full compliance with provincial healthcare infrastructure maintenance standards.

Scope of Work

This is a one-off maintenance project with a strict four-week execution timeline (one week lead time and three weeks on-site). The successful contractor will be responsible for:

• Cleaning designated gutter systems across specified hospital buildings using high-pressure machinery.
• Removing, repairing, and replacing loose fasteners, brackets, and downpipes.
• Leveling existing gutter runs and ensuring correct slope and alignment.
• Supplying and installing steel galvanised gutter brackets, including additional under-gutter supports positioned at 950mm intervals.
• Daily removal of all construction debris and leaving the site in a clean, operational condition.

Provided measurements are indicative; contractors must independently verify all dimensions before quoting. Any reclaimed materials removed during the process will transfer ownership to the contractor, who must factor any applicable credits into their pricing.

Technical Requirements

Bidders must adhere to rigorous technical, safety, and administrative standards:

• Regulatory Alignment: All works must comply with the Occupational Health and Safety Act (OHS Act), National Building Regulations (SABS 0400), and applicable South African Bureau of Standards (SABS) codes.
• Material Controls: Only SABS-approved materials are acceptable. Paint usage is restricted exclusively to Plasor brand products. All proprietary items require prior written approval from the Department’s Facilities Management team.
• Safety & Inspection Protocols: A site-specific Health and Safety Plan, developed by an independent registered qualified safety officer, is mandatory upon contract award. Mandatory PPE includes hard hats, eye/ear protection, safety boots, and gloves. Scaffolding and elevated work zones require weekly inspections by a competent person. Electrical tools must undergo monthly earth-leakage testing by a qualified electrician.
• Operational Restrictions: Use of jackhammers or cutting of electrical/network cables requires explicit written clearance from the Maintenance Manager. No alterations to quotation forms are permitted; corrections must be made in ink and initialed.
• Pricing & Validity: Quotations must be firm, fully inclusive of labour, transport, materials, profit, and VAT, and remain valid for sixty calendar days. Payment is strictly conditional upon satisfactory completion; partial payments are prohibited.

Contractors must demonstrate verified capability and regulatory compliance to qualify for evaluation:

• Mandatory Registrations: Active verification on the Central Suppliers Database (CSD), valid SARS tax clearance, and appropriate Construction Industry Development Board (CIDB) contractor grading are compulsory.
• Specialised Personnel: Deployment of skilled supervisors, adequate labour, a registered qualified safety officer for H&S planning, and a qualified electrician for equipment inspections.
• Performance History: Contractors with documented poor performance, abandoned projects, or listings on restricted supplier databases will be automatically disqualified.
• Documentation Compliance: Submission of certified company registration, B-BBEE certificates, Department of Labour good standing letters, and fully completed quotation schedules. Incomplete or improperly altered submissions will be rejected.
