Objectives

The primary objective of this tender is to procure cleaning services for the buildings at Hlengisizwe Community Health Centre (CHC). The aim is to ensure hygienic, safe, and compliant cleaning of the facility's interior and exterior areas, including floors, walls, windows, and sanitary facilities, over a contract period of three months.

Scope

The scope encompasses comprehensive cleaning of the entire facility, including:

• Daily cleaning of floors, furniture, and equipment
• Cleaning of high traffic areas hourly and as needed
• Deep cleaning of walls, windows, and high surfaces weekly and monthly
• Sanitary and toilet cleaning with adherence to infection control protocols
• Veranda and external area maintenance
• Provision of cleaning equipment, chemicals, and consumables
• Waste management and disposal
• Provision of trained cleaning staff, PPE, and supervision

Technical Requirements

The technical specifications include:

• Use of SABS approved cleaning chemicals and detergents
• Provision of appropriate cleaning equipment such as floor polishers, mops, buckets, and safety gear
• Adherence to Infection Prevention and Control (IPC) standards, especially in high-risk areas like maternity, theatres, and isolation wards
• Proper waste segregation, handling, and disposal in line with health and safety regulations
• Staff medical surveillance and training on cleaning procedures and chemical use
• Implementation of safety measures including PPE, safety shoes, goggles, and signage
• Compliance with the Department of Health’s standards and policies for cleaning services

Skills Requirements

The tender mandates the following skills and qualifications for service providers and staff:

• Experience in healthcare or institutional cleaning services
• Knowledge of IPC protocols and infection control standards
• Training in the safe handling and use of cleaning chemicals and equipment
• Ability to operate cleaning machinery such as floor polishers and scrubbers
• Staff supervision and management skills
• Compliance with health and safety regulations, including PPE usage
• Ability to document and report cleaning activities and waste management
• Provision of qualified supervisors with Matric certificates and relevant industry certifications
