Objectives

The primary objective of this tender is to engage a qualified service provider to maintain and clean the external gardens and grounds of Estcourt District Hospital. The goal is to ensure a hygienic, safe, and aesthetically pleasing outdoor environment that supports clinical operations, staff wellbeing, and patient/visitor comfort.

Scope

The scope encompasses comprehensive groundskeeping and cleaning services across all outdoor areas of the hospital campus for a fixed duration of four months. Deliverables include:

• Routine lawn mowing, edging, and fertilisation
• Weeding, pruning, trimming, and seasonal planting maintenance
• Removal of litter, debris, fallen branches, and organic waste
• Cleaning and clearing of pathways, drainage channels, and perimeter boundaries
• General upkeep of flower beds, shrubs, and open green spaces

All work will be performed on-site at Estcourt Hospital in KwaZulu-Natal, with strict adherence to the contracted timeframe.

Technical Requirements

Bidders must demonstrate the operational capacity to deliver professional, uninterrupted groundskeeping services. Key technical expectations include:

• Provision of all necessary machinery, hand tools, personal protective equipment, and horticultural consumables
• Compliance with occupational health and safety legislation, including safe chemical storage and waste disposal protocols
• Ability to navigate and operate within an active healthcare facility without disrupting medical services or compromising infection control standards
• Implementation of a clear work schedule, supervision structure, and quality assurance reporting mechanism

Note on Unusual Term: A compulsory physical site meeting is required. This ensures all potential contractors receive uniform briefings regarding site layout, specific maintenance zones, access restrictions, and reporting lines before submitting quotations. Quotes must also be delivered physically via a designated on-site tender box rather than through electronic portals.

Skills Requirements

The successful contractor must employ personnel with verified expertise in landscape maintenance and horticulture. Essential competencies include:

• Proven experience in commercial or institutional grounds management
• Proficiency in lawn care, irrigation system checks, weed and pest management, and plant health assessment
• Training in safe operation of powered gardening equipment and correct dilution/application of approved horticultural products
• Supervisory capability to allocate tasks, monitor performance, and address site-specific issues promptly
• Awareness of workplace safety, emergency response protocols, and respectful conduct in a hospital environment
