Objectives

The primary objective of this tender is to secure a 6-month contract for the cleaning of gardens and grounds at Hillcrest Hospital, ensuring maintenance, cleanliness, safety, and environmental standards are met throughout the specified period.

Scope

The scope encompasses comprehensive garden and grounds maintenance services, including:

• Garden maintenance within the defined property area
• Mowing of grasses and nature strips
• Removal of rubbish and debris
• Sweeping/blowing pathways, gutters, and driveways
• Trimming and pruning trees and shrubs
• Removal and replacement of fallen or dead trees/shrubs/plants
• Weed removal and control
• Regular removal of garden refuse from site
• Maintenance of mulched areas and weed control
• Car park and pathway cleaning, including weed and leaf removal
• Perimeter fence clearance of alien vegetation and weeds
• Site safety and OH&S compliance
• Periodic replanting and site improvement recommendations

Technical Requirements

The contractor must adhere to the following technical specifications:

• Use of approved tools and equipment, including industrial petrol brush cutters, blowers, pruning tools, etc.
• Compliance with safety standards, including PPE and JSAs
• Weekly removal of garden refuse in line with waste management protocols
• Proper maintenance of mulched areas with regular turning and bi-annual top-ups
• Tree work performed by trained personnel, including pruning and removal of fallen/dead trees
• Inspection and cleaning of drains, gutters, and pits during each maintenance visit
• Control of weeds, vines, and alien vegetation around fences and property boundaries
• Provision of necessary safety documentation such as Job Safety Analyses and Material Safety Data Sheets
• Ensuring the number of workers stipulated (5) is always present, with provisions for relievers

Skills Requirements

The successful bidder must demonstrate:

• Proven experience in garden and grounds maintenance, with at least three years of relevant service provision
• Capability to operate and maintain essential tools and equipment, supported by quotations and proof of procurement
• Qualified personnel trained in tree pruning, use of chainsaws, chippers, and other advanced machinery
• Knowledge of municipal bylaws and environmental standards for pruning, tree removal, and weed control
• Adherence to safety and OH&S standards, including medical surveillance and valid good standing certificates
• Ability to prepare and submit Job Safety Analyses and Material Safety Data Sheets for all works
• Capacity to manage waste removal, site cleanliness, and periodic site improvements effectively
