Objectives

The primary objective of this tender is to procure cleaning services for the gardens and grounds of the St Andrews Hospital and attached cottages/residences for a period of six (6) months. The aim is to ensure the outdoor areas are maintained in a clean, safe, and aesthetically pleasing condition, complying with specified standards and environmental health and safety regulations.

Scope

The scope includes:

• Cleaning and maintenance of lawns, flower beds, shrubs, trees, hedges, paved areas, gutters, drains, verges, vacant land, and vegetable gardens.
• Removal of garden refuse, leaves, rubble, and grass cuttings, with disposal at an authorized landfill site.
• Provision and operation of machinery and equipment such as lawn mowers, brush cutters, wheelbarrows, garden tools, safety signs, and transport vehicles for waste removal.
• Implementation of an occupational health and safety plan, including safety files, risk assessments, and staff training.
• Adherence to specified frequency of service, e.g., bi-monthly or monthly grounds maintenance, and daily removal of garden refuse.
• Compliance with environmental and safety standards as per the contract conditions and relevant legislation.

Technical Requirements

The technical requirements include:

• Provision of all necessary equipment, tools, and machinery, which must meet specified standards and be available on-site at all times.
• Use of own transport for waste removal, with proof of vehicle (VIN number) to be submitted with the tender.
• Implementation of an occupational health and safety file, including risk assessments, training certificates, and safety procedures, to be approved by the facility before contract commencement.
• Adherence to specified cleaning frequencies and detailed daily/weekly schedules for different areas.
• Proper disposal of all garden waste at an authorized landfill site, with proof of payment for landfill fees.
• Compliance with environmental standards, including the removal of garden refuse and maintenance of a clean perimeter boundary (minimum 1 meter clearance from the boundary fence).

Skills Requirements

The successful bidder must demonstrate:

• Experience in grounds and garden maintenance, with a proven track record of similar contracts (minimum 2 years preferred).
• Knowledge of horticultural practices, safety procedures, and environmental regulations.
• Ability to operate and maintain specified machinery and equipment safely and effectively.
• Qualified personnel with relevant training in occupational health and safety, machinery operation, and environmental management.
• Strong communication skills, including the ability to prepare schedules, reports, and safety documentation.
• Capacity to manage and supervise staff, ensuring adherence to contractual standards and safety protocols.
• Availability of a dedicated team leader with good leadership, planning, and communication skills, and relevant experience.
