Objectives

The primary objective of this tender is to procure outsourced services for the cleaning and maintenance of gardens and grounds at Grey's Hospital. The aim is to ensure well-maintained, clean, and safe garden and grounds areas over a contract period of five months, with a focus on horticultural upkeep, debris removal, pruning, weed control, and general groundskeeping to enhance the hospital's environment.

Scope

The scope of work includes:

• Garden maintenance of all designated garden areas within the hospital property.
• Mowing of all grassed areas, including nature strips and around trees/shrubs.
• Removal of rubbish, debris, and garden refuse from all areas.
• Sweeping and blowing pathways, gutters, and driveways post-mowing.
• Trimming and pruning of trees, shrubs, and overhanging branches according to regulations.
• Removal and replacement of fallen or dead trees/shrubs/plants as requested.
• Weed removal and weed control across all property areas.
• Regular removal of garden refuse from site on a weekly basis.
• Maintenance of mulched areas, including topping up and aeration.
• Cleaning of drains, gutters, and pits during maintenance visits.
• Management of perimeter fencing, including removal of alien vegetation and vines.
• Tree work, including trimming for clearance and safety, and removal of fallen branches.
• Car park, pathway, and waste storage area maintenance, including rubbish removal and weed control.
• Adherence to safety standards, including PPE use, safety analyses, and environmental standards.

Technical Requirements

The technical requirements specify:

• Provision of qualified personnel (15 cleaners) working Monday to Friday, 07:00 to 16:00.
• Use of appropriate machinery and equipment, including brush cutters, lawn mowers, chainsaws, hedge trimmers, and accessories such as wheelbarrows, hoses, ladders, spades, rakes, and garden bags.
• Implementation of safety procedures, including submission of Job Safety Analyses and Material Safety Data Sheets.
• Proper disposal of garden refuse and adherence to waste management practices.
• Regular inspections and reporting, including drain and gutter maintenance.
• Use of herbicides and weed control measures in accordance with safety standards.
• Maintenance of mulched areas, including depth and aeration.
• Provision of a detailed project roll-out plan covering initiation, execution, and monitoring.
• Compliance with all relevant health, safety, and environmental regulations.

Skills Requirements

The skills and qualifications required for bidders include:

• Demonstrated experience in groundskeeping, gardening, and landscaping services, with at least three years of relevant experience.
• Provision of a proven track record through references and previous contract agreements.
• Financial capacity evidenced by a letter from an accountant or financial institution confirming a minimum turnover of R300,000 over the past six months.
• Qualified personnel trained in horticultural practices, tree pruning, equipment operation, and safety procedures.
• Ability to supply and operate machinery and equipment as specified, with proper maintenance and safety compliance.
• Capability to develop and implement a comprehensive project plan, including initiation, execution, and monitoring phases.
• Adherence to occupational health and safety standards, including PPE use and submission of safety documentation.
