Technical Requirements

• Specifications: Dressings must measure 15 x 20 cm per unit and strictly comply with the attached specification annexure.
• Quality & Shelf Life: All items must be new, unused, and possess a minimum remaining shelf life of six months upon delivery. Expired or second-hand goods are strictly prohibited.
• Verification: The procuring entity reserves the right to request physical samples from compliant bidders for quality assessment. Products must align with relevant South African National Standards.
• Pricing: Quotations must reflect firm, fixed prices inclusive of applicable taxes. Price adjustments during the validity period are not permitted.

Skills and Qualification Requirements

• Legal & Regulatory Compliance: Bidders must submit valid CIPC registration documents, a Central Suppliers Database (CSD) registration number, and a SARS tax clearance PIN. A valid licence from the South African Health Products Regulatory Authority (SAHPRA) is mandatory, certifying legal authorization to distribute medical devices in South Africa.
• Financial & Transformation Documentation: Submission of a Broad-Based Black Economic Empowerment (BBBEE) certificate or sworn affidavit, alongside a completed preferential procurement claim form.
• Operational Capacity: Proof of prior experience is required, demonstrated by at least one official purchase order accompanied by a signed delivery note or invoice for similar surgical or medical supplies.
• Administrative Compliance: Completion of statutory declaration forms regarding conflicts of interest, bidder disclosures, and explicit confirmation of compliance with all general and special conditions of contract.

Key Terms & Conditions

Evaluation Framework: The procurement applies an 80/20 preference point system, awarding 80 points for competitive pricing and 20 points for specific socio-economic goals, primarily granting full points to enterprises that are 100% owned by Black Africans.

Performance Security: The successful bidder must furnish performance security (via a bank guarantee or certified cheque) within 30 days of contract award to guarantee contractual fulfillment.

Penalties & Disqualification: Delays in delivery incur daily financial penalties calculated at the prevailing prime interest rate. The evaluation follows a strict five-stage process; failure to meet any administrative, technical, or compliance requirement results in immediate disqualification.
