The tender is subject to the Preferential Procurement Policy Framework Act, with a 90-day validity period required for quotations.

• Compliance and Administration: Bidders must be registered on the Central Supplier Database (CSD) and have a valid SARS tax clearance. All mandatory documentation, including the SBD 4 (Bidder's Disclosure) and SBD 6.1 (Preference Points Claim), must be completed and submitted.

Evaluation and Preference

Quotations will be evaluated in four stages: administrative compliance, capacity to deliver, compliance with specification, and price/preference points. The 80/20 preference point system will be used, where price accounts for 80 points and specific goals account for 20 points. The specific goal for this tender is to promote South African owned enterprises, with 20 points allocated for this criterion. Proof of ownership, such as ID copies, is required to claim these points.
