Objectives

The primary objective of this tender is to appoint a competent service provider to supply all resources and construct a guard house at Nelshoogte plantation. Additionally, the project aims to contribute to community development through the construction of a multipurpose centre, fostering social cohesion, entrepreneurship, education, health services, and cultural expression within the local community.

Scope

The scope of work includes:

• Construction of a guard house at Nelshoogte plantation, including excavation, masonry, roofing with IBR sheets, door and window installation, plastering, waterproofing, electrical works, painting, tiling, and finishes.
• Construction of a multipurpose centre (timber frame structure) with a size of approximately 148.718m², including foundation, timber walls, partitions, roofing, internal finishes, electrical and plumbing installations, and community-oriented facilities.
• Provision of local content and participation of targeted groups, including employment and subcontracting to targeted enterprises within the local municipality.

Technical Requirements

The technical requirements encompass:

• Adherence to the JBCC Series 2000 Principal Building Agreement and NEC4 Engineering and Construction Short Contract conditions.
• Construction activities such as excavation, concrete works, brickwork, waterproofing, roofing, carpentry, ceilings, glazing, painting, tiling, and electrical installations, all compliant with specified standards and guarantees.
• Implementation of a detailed construction programme, including initial submission within two weeks of award, bi-weekly updates, and scheduled progress meetings.
• Compliance with health, safety, and environmental regulations, including obtaining necessary permits, maintaining safety files, and ensuring personnel safety measures.
• Use of locally sourced materials and participation of local community members, women, and youth in employment and subcontracting.
• Provision of quality assurance, testing, commissioning, and defect correction strategies to ensure timely project completion.

Skills Requirements

The tenderer must demonstrate:

• Relevant experience in constructing timber frame buildings and similar infrastructure projects.
• Capability to manage comprehensive construction activities, including excavation, masonry, roofing, electrical, and finishing works.
• Proficiency in project management, including developing and updating construction programmes, coordinating subcontractors, and adhering to timelines.
• Compliance with health, safety, and environmental standards, including maintaining safety files and ensuring personnel safety training.
• Ability to engage and collaborate with local targeted enterprises and community groups, ensuring local content and employment goals are met.
• Knowledge of procurement regulations, preference point systems, and reporting requirements for secondary procurement objectives.
