Objectives

The primary objective of this tender is to appoint a qualified supplier to provide conventional rodent cages and associated accessories for Onderstepoort Biological Products Ltd (OBP). The procurement aims to secure 90 complete mouse cage units and a stainless steel double-sided rack capable of holding 60 cages, meeting specific technical specifications for animal housing within a biological products facility.

Scope of Supply

The tender covers the following items:

• 90 x Orange Plastic Universal Card Holders
• 90 x Stainless Steel (S/S) Caps for Water Bottles (25mm cap with 1.8mm nozzle hole)
• 90 x Water Bottles (260ml capacity)
• 90 x S/S Inner Lids with Divider
• 90 x Mouse Cage Bodies with dimensions (L x W x H) 365 x 207 x 140mm, minimum floor area of 540 cm², designed to hold standard plastic bases, stainless steel wire grids with integrated feed hoppers, and external water bottle depressions
• 1 x S/S Double-Sided Runner Style Rack (60-cage capacity) with dimensions (L x W x H) 1240 x 880 x 1871mm, fabricated from premium AISI 304 grade stainless steel, with capacity for 60 cage positions (30 per side, arranged in 6 horizontal rows and 5 vertical columns), including stop mechanisms to prevent cages from sliding out

Technical Requirements

• All stainless steel components must be fabricated from premium AISI 304 grade stainless steel
• Cages must provide a minimum inner floor living space of 540 cm²
• Rack must include safety stop mechanisms to prevent accidental cage displacement
• Water bottle caps must have a 1.8mm nozzle hole
• All items must conform to the specified dimensions and capacities

Skills and Compliance Requirements

Bidders must demonstrate the following:

• Previous Supply Evidence: Proof of supply of the same goods within the past 24 months, including stamped/signed invoices, delivery notes, or reference letters with contact details (minimum of 2 required)
• Technical Documentation: Original manufacturer technical datasheets (or Certificate of Analysis), product brochures, or complete specification sheets for each quoted item
• Product Imagery: Photographs of the products being offered
• Preference Points Claim: Bidders may claim preference points under the Preferential Procurement Framework Act of 2000, with points allocated as follows:
  • 10 points: Valid BBBEE Certificate showing at least 51% black ownership
  • 8 points: Valid BBBEE Certificate showing at least 30% women ownership
  • 2 points: Doctor's note confirming disability, Department of Labour confirmation, BEE certificate, or equivalent
• Evaluation Criteria: Bids evaluated on a weighted average score with 80% weight for price and 20% for preference points
• Bidder's Disclosure: Completion of SBD 4 form declaring any employment by the state, interests in related enterprises, and certification against collusive bidding practices
• Preference Points Claim Form: Submission of SBD 6.1 form to claim preference points

• Preferential Procurement Framework Act: South African legislation that provides for preference points to be awarded to historically disadvantaged groups in government procurement
• BBBEE Certificate: A certification confirming Broad-Based Black Economic Empowerment status, demonstrating ownership by historically disadvantaged groups

• Disqualification: Failure to submit any required documentation with the bid will result in immediate disqualification
• Collusive Bidding: Any communication or arrangement with competitors regarding pricing, market allocation, or bid intentions is strictly prohibited and may result in penalties under the Competition Act

All quotations are subject to the General Conditions of Contract July 2010 for government procurement. Bidders must ensure all required documentation is submitted with their bid application, as no submissions will be accepted via email.
