The contract covers the supply and delivery of seven distinct product categories:
No specialized engineering, installation, or technical commissioning skills are required. 80/20 System: A preferential procurement evaluation framework where 80% of the scoring weight is allocated to price competitiveness and 20% to historical performance and supplier development targets.
Non-Responsive Tender: A submission automatically rejected if it fails to declare brand names or meet any stated minimum technical specification, regardless of pricing or other merits.
Carborundum Exclusion: Mandates the use of genuine emery abrasives rather than synthetic corundum-based products, ensuring specific friction coefficients and durability required for industrial finishing.
Micron Thickness Specification: Refers to polymer film thickness; the laminating pouches require a combined 150-micron thermal barrier (constructed from two 75-micron sheets) to guarantee proper heat sealing and long-term document preservation.
