Objectives

The primary objective of this tender is to appoint a qualified professional service provider to manage an Employee Health and Wellness Programme for Nkangala District Municipality over a period of three (3) months, on an as-and-when-required basis. The aim is to provide comprehensive psychological, social, and wellbeing support to employees and their dependants, including counselling, trauma debriefing, managerial support, and health surveillance services.

Scope

The scope of work includes:

• Providing a 24/7, 365-day professional support call centre offering counselling and support on psychological, social, and wellbeing issues.
• Ensuring counselling services are delivered by registered clinicians (Psychologists, Psychiatrists, Social Workers, etc.).
• Arranging face-to-face counselling within 24 hours of referral, with the first session within one week.
• Offering face-to-face sessions during weekdays, evenings, and Saturdays at the provider’s or affiliates’ offices.
• Providing trauma debriefing/depression services within 24 hours of incidents, with reports submitted within 7 days.
• Supporting managerial staff through telephonic consultations, group interventions, and partnership monitoring to address performance and employee relations issues.
• Implementing a medical surveillance program for early detection of health risks, including questionnaires, physical exams, and special tests (vision, audiometry, lung function, urine tests).
• Assigning a dedicated account manager to oversee planning, implementation, monitoring, and reporting of the programme.
• Providing detailed reports on programme utilization, trends, analysis, and recommendations, including monthly, quarterly, and annual summaries.

Technical Requirements

The technical requirements for the service provider include:

• Provision of a professional support line with clinicians registered with statutory professional bodies.
• Timely face-to-face counselling, with initial contact within 24 hours and first session within one week.
• Trauma debriefing services delivered within 24 hours, with documentation within 7 days.
• Capability to provide telephonic managerial support, group interventions, and partnership with managers.
• Implementation of a comprehensive medical surveillance program, including:
• General medical and occupational history questionnaires
• Physical examinations and specialized tests (vision, audiometry, lung function, urine analysis)
• Dedicated account management with regular feedback and reporting.
• Preparation of detailed reports analyzing programme data, trends, and recommendations, with periodic reviews.
• Compliance with statutory registration requirements for all clinicians involved.
• Adherence to confidentiality, data protection, and POPI Act regulations in handling personal and health information.
