Objectives

The primary objective of this tender is to establish a panel of CoGTA-accredited, professionally qualified, and registered service providers to conduct competency assessments for newly recruited Section 56 and Section 54 employees at Nkangala District Municipality during the 2025/2026 financial year. The assessments aim to ensure that senior managers meet the legislated competency requirements before appointment, thereby promoting effective leadership and organizational success.

Scope

The scope of work includes:

• Sourcing and procuring CoGTA-accredited service providers to conduct competency assessments.
• Assessing all newly recruited Section 56 and Section 54 employees within the specified period.
• Implementing assessments in accordance with the Conditions of Service on Appointment of Senior Managers and relevant legislation (e.g., Local Government: Municipal Systems Act, 2000).
• Utilizing approved batteries such as GIOTTO for assessments.
• Providing comprehensive feedback reports, including findings and recommendations, prepared by qualified and registered assessors with HPCSA.
• Ensuring assessments are completed over approximately one and a half days per candidate.

The project emphasizes compliance with legislative and regulatory frameworks to ensure senior managers possess the necessary skills, competencies, and qualifications for their roles.

Technical Requirements

• Service providers must be CoGTA-accredited and registered.
• Assessments must adhere to the Battery of Competency Assessments prescribed by the relevant authorities, including GIOTTO.
• Assessors conducting evaluations must be qualified, registered with HPCSA, and compliant with the Health Professions Council of South Africa guidelines.
• Assessment reports should include detailed findings, recommendations, and be delivered in a timely manner.
• Assessment processes must be conducted in accordance with the guidelines and regulations outlined in the Service Level Agreement with the Department of Cooperative Governance (DCoG).

Skills Requirements

• Qualified and registered assessors with HPCSA accreditation.
• Experience in administering competency assessments, particularly in the public sector or local government context.
• Ability to interpret assessment results accurately and provide actionable feedback.
• Knowledge of relevant legislation, regulations, and assessment batteries such as GIOTTO.
• Strong report writing skills to compile comprehensive feedback reports with findings and recommendations.
• Professionalism and adherence to ethical standards in assessment administration.
