Objectives

The primary objective is to secure a qualified service provider to safely remove specified vegetation from the hospital grounds, chemically treat remaining stumps to prevent regrowth, and ensure compliant disposal of all arboricultural waste in accordance with provincial health and environmental standards.

Scope of Work

• Fell and cut twelve (12) designated trees as per the attached specification.
• Apply terminal poisoning to all remaining stumps immediately after felling.
• Clear, collect, and remove all tree debris, branches, and associated rubble from the site.
• Transport and legally dispose of all waste materials at an approved municipal or licensed dumping facility.
• Execute the work as a single, once-off contract entirely within the hospital premises.

Technical Requirements

• Strict compliance with the annexed specification document, including exact quantities, disposal protocols, and quality standards.
• Submission of a firm, fixed-price quotation valid for ninety (90) days.
• All costs, including labour, machinery, herbicides, transport, and landfill fees, must be fully inclusive in the quoted price.
• Declaration of a realistic delivery/completion period.
• Adherence to General and Special Conditions of Contract, encompassing occupational health and safety regulations, safe chemical handling procedures, and environmental compliance.
• Mandatory attendance at a compulsory site inspection meeting to verify access, identify hazards, and clarify operational boundaries.

Skills and Experience Requirements

• Demonstrated practical experience in professional arboriculture, tree felling, and stump treatment, with preference given to providers who have previously executed similar contracts within public or private healthcare facilities.
• Proof of past performance: a valid purchase order number and a formal completion certificate for at least one comparable project.
• Current Letter of Good Standing issued by the Department of Labour.
• Active registration on the Central Suppliers Database (CSD) with verified tax compliance status.
• Up-to-date CIPC business registration documents and SARS PIN verification.
• Capability to submit required documentation for preferential procurement scoring, including BBBEE certificates and director identification documents.

Key Terms and Unusual Conditions

Terminal Poisoning: Refers to the post-felling application of systemic herbicides or growth inhibitors directly onto the exposed cambium layer of cut stumps. This chemical treatment eradicates the root system and prevents vegetative sprouting or regrowth.

80/20 Preference Point System: A government procurement evaluation model allocating eighty points based on competitive pricing and twenty points toward designated social/economic goals. Here, the full twenty points are reserved exclusively for enterprises that are one hundred percent Black African-owned.

Compulsory Site Meeting: A mandatory pre-bid inspection session. Bidders who fail to attend will be automatically disqualified, regardless of quote merit or documentation completeness.

Physical-Only Submission Mandate: Electronic or emailed quotations are strictly prohibited. Offers must be printed on official departmental forms, manually signed, sealed in envelopes, and physically deposited in the designated tender box before the closing time.

Anti-Collusion/Cover-Quoting Policy: Submitting multiple quotations through affiliated or related entities to manipulate pricing or increase win probability is classified as fraudulent conduct. Violation results in immediate disqualification, contract termination, and potential restriction from future public sector engagements.
