Objectives

The primary objective of this tender is to appoint an architectural service provider to undertake repairs and refurbishment of the Gravelotte Magistrate Court on behalf of the Department of Justice and Constitutional Development in Limpopo. The service provider will act as the principal agent, managing the design, documentation, procurement, construction supervision, and project close-out to ensure the successful completion of the project within specified timeframes and standards.

Scope

The scope of services includes:

• Design of architectural elements for the building refurbishment and repairs.
• Preparation of design concepts, development, and detailed construction documentation.
• Procurement processes including tender evaluation and contract documentation.
• Construction administration, supervision, and site inspections.
• Project close-out, final account, and handover documentation.
• Additional services such as special design, management, studies, statutory submissions, and work on existing premises, as required.

The project involves a design and construction period of approximately 8 months for planning and approvals, followed by a 6-month construction phase, with specific milestones and reporting requirements.

Technical Requirements

The technical requirements include:

• Provision of full professional architectural services in accordance with the 2023 NDPWI Scope of Architectural Services and Tariff of Fees.
• Compliance with relevant legislation, standards, and departmental manuals, including occupational health and safety, heritage, environmental, and building regulations.
• Design innovation focusing on energy efficiency, sustainability, and "green" building principles.
• Use of locally manufactured materials and equipment where feasible.
• Adherence to project milestones, reporting, and project management protocols.
• Provision of professional indemnity insurance, security clearance, and compliance with all statutory and departmental documentation.
• Coordination with other service providers and adherence to the project programme.

Skills Requirements

The tenderer must demonstrate:

• Registration as a professional architect with SACAP, with proof of current registration and relevant registration numbers.
• Experience in managing comparable projects over the past 10 years, including design, documentation, procurement, and construction supervision.
• Full-time supervision by registered professional architects or multidisciplinary practices under full-time supervision of registered architects.
• Qualified and experienced human resources, including key personnel with appropriate CVs, professional registration, and relevant expertise.
• Provision of professional indemnity insurance of at least R1.5 million or 15% of the project value, whichever is greater.
• Capacity to meet project deadlines, coordinate multidisciplinary teams, and deliver innovative, sustainable design solutions.
• Ability to provide comprehensive project management, reporting, and compliance with all statutory and departmental requirements.
