Objectives

The primary objective of this tender is to engage qualified, competent, and registered service providers to design a modern, compliant fire detection and alarm system for uShaka Marine World. The system must enhance safety, ensure compliance with relevant standards (SANS 10400, SANS 10139:2021), and integrate seamlessly with existing fire control infrastructure.

Scope

The scope of work includes:

• Designing a comprehensive fire detection and alarm system for the entire facility, including the aquarium, plant rooms, and back-of-house areas.
• Re-zoning of spaces into appropriate detection and alarm zones.
• Ensuring the system complies with all relevant standards and regulations.
• Integrating new detection systems with existing fire control panels and other systems such as gas suppression, sprinklers, HVAC, and smoke extraction.
• Designing interfaces for all required systems, including staff alarms, fire detectors, sounders, visual alarms, and emergency controls.
• Providing detailed technical documentation, drawings, and specifications.
• Ensuring health and safety standards are met during installation and commissioning.

Technical Requirements

The technical requirements specify that the fire detection and alarm system must:

• Be compliant with SANS 10400 (including SANS 10400-T:2024) and SANS 10139:2021 standards.
• Include panels, integrated software, detectors (including beam detectors), alarm devices, I/O devices, and fire-rated wiring.
• Follow manufacturer’s specifications and support from OEM or their appointed agents.
• Incorporate interfaces for existing systems such as gas suppression, sprinklers, HVAC, and smoke extraction.
• Be designed to connect to existing fire control panels and include emergency door failsafe mechanisms.
• Meet health and safety regulations, including OSHE Act compliance, and ensure safe access during installation.
• Require registered professionals, including SAQCC-certified designers and installers.

Skills Requirements

The successful bidder must demonstrate:

• Registration and accreditation with relevant professional bodies such as ECSA (Engineering Council of South Africa) for mechanical engineers or equivalent.
• Experience in designing fire detection and alarm systems for large, complex facilities, preferably with experience in aquatic or similar environments.
• Knowledge of relevant standards (SANS 10400, SANS 10139) and regulatory requirements.
• Capability to produce detailed technical designs, drawings, and specifications.
• Proficiency in integrating fire detection systems with existing building management and safety systems.
• Qualified personnel with SAQCC certification for design, installation, and maintenance of fire detection systems.
• Ability to ensure health and safety compliance during all phases of the project, including installation, testing, and commissioning.
