Objectives

The primary objective of this tender is to design, supply, deliver, install, test, commission, and put into service power quality meters on medium voltage (MV) panels at various RW booster stations (Zwartkopjes, Mapleton, Eikenhof, Palmiet). The project aims to enable real-time power quality monitoring to quickly identify and address power surges, thereby reducing equipment downtime and improving power supply analysis. Additionally, limited post-installation support and training are included to ensure effective operation of the meters.

Scope

The scope of work encompasses:

• Design, manufacture, supply, delivery, installation, testing, and commissioning of power quality meters at specified booster stations.
• Installation of meters on existing MV panels, utilizing existing TOU meters where applicable.
• Provision of informal training to two groups of users on separate days.
• Updating drawings on Rand Water-approved templates.
• Providing support after installation and commissioning for a limited period.
• Adherence to SANS IEC 61000-4-30 specifications for all technical aspects.
• Monitoring of incoming power at each station’s incomers to facilitate quick identification of power surges.

Technical Requirements

The technical specifications include:

• Use of the preferred Vecto 3 model power quality meter, which features:
  • 21-bit waveform sampling resolution
  • Enhanced phase angle accuracy over a broad spectrum
  • Built-in PCIe SSD drive
  • Replaceable lithium-ion batteries with a 10-year lifespan
  • Fan-less design with low self-heat
• Compliance with IEC 61000-4-30 standards for design, manufacture, and installation.
• Monitoring of all incoming feeders (incomers) at each station.
• Provision of training and updating of technical drawings.
• Support and maintenance post-installation.

Skills Requirements

The successful bidder must demonstrate:

• Proven experience in designing and installing power quality monitoring systems, especially in industrial or utility environments.
• Technical expertise in IEC 61000-4-30 standards and MV electrical systems.
• Capability to manufacture or supply advanced power quality meters (preferably Vecto 3 model).
• Ability to update technical drawings and documentation accurately.
• Competence to provide user training and post-installation support.
• Strong project management skills to adhere to delivery timelines and coordinate installation activities across multiple sites.
• Knowledge of safety regulations and environmental standards applicable to electrical installations.
