Objectives

The primary objective of this tender is to secure a qualified service provider to conduct routine desludging and sanitation maintenance of septic tanks across six designated health facilities within the KwaZulu-Natal Department of Health. The initiative aims to uphold clinical hygiene standards, prevent environmental contamination, and ensure uninterrupted healthcare operations through reliable wastewater management.

Scope of Work

The contracted services will cover septic tank maintenance at Mpophomuni, Balgowan, Embo, Maqeni, and Injabane Clinics, as well as Northdale Hospital. The scope spans a six-month contract period and includes:

• Complete extraction of sludge, solids, and liquid waste from all designated septic tanks.
• Thorough cleaning and sanitisation of tank interiors to restore full operational capacity.
• Safe, legal, and environmentally compliant disposal of all extracted septage at authorised facilities.
• Management of all logistical, labour, equipment, and transportation costs required to execute the services.

Technical Requirements

• Deployment of specialised vacuum trucks, pumping equipment, and personal protective equipment suitable for biological hazard handling.
• Adherence to national environmental health regulations and municipal bylaws governing septage transport and disposal.
• Execution of services without disrupting daily clinic activities or compromising patient care environments.
• Provision of documented proof of lawful waste disposal following each service cycle.
• Firm, all-inclusive pricing with no hidden costs for travel, labour, or disposal fees.

Skills and Qualification Requirements

• Proven industry experience in wastewater management, septic tank maintenance, and regulated hazardous waste handling.
• Valid Central Supplier Database (CSD) registration with verified active status.
• Current tax compliance documentation issued by the South African Revenue Service (SARS).
• Certified Broad-Based Black Economic Empowerment (B-BBEE) status level or a valid sworn affidavit for qualifying enterprises.
• Trained and competent personnel capable of operating extraction machinery and managing biohazard risks safely.
• Established operational capacity to schedule and deliver services across multiple geographic locations within the stipulated timeframe.
• Clean procurement history with no records of contract default, supply chain fraud, or restrictive practices.

Key Contractual and Procurement Terms

80/20 Preference Point System: A standard South African public procurement evaluation model where 80 points are allocated to competitive pricing and 20 points to socio-economic transformation goals. Full points are awarded exclusively to companies that are 100% owned by Black Africans.

SBD Documentation: Mandatory Standard Bid Declaration forms require bidders to formally declare administrative compliance, disclose any conflicts of interest with state officials, and substantiate preference point claims. Omission or falsification results in immediate disqualification.

Performance Security: Upon contract award, the successful supplier may be required to furnish a bank guarantee or certified cheque to guarantee faithful execution of the agreement.

Delay Penalties: The contract enforces financial deductions calculated at the prevailing prime interest rate for each day of delayed service delivery, alongside termination rights for non-performance or corrupt practices.
