The primary objective is to procure high-quality dishwashing liquid for clinical and administrative use at St Mary’s District Hospital. The procurement aims to ensure cost-effective acquisition while adhering to public sector preferential procurement regulations, specifically prioritizing economic transformation through black ownership.

Scope

The tender covers a once-off supply of two hundred (200) units of 750ml dishwashing liquid. The successful bidder will be responsible for delivering the goods directly to the designated hospital facility. All delivery costs must be included in the quoted price. The contract validity period is ninety days from the closing date.

Technical Requirements

• Product must be a 750ml concentrate ready for immediate use.
• Must actively degrease and biodegrade fats, oils, and grease.
• Formulated primarily with surfactants that are effective yet gentle on hands.
• Must meet high quality standards and comply with relevant South African National Standards (SANS/SABS).
• Goods must be new, unused, and possess a minimum shelf life of six months from the date of delivery.
• Bidders must submit a physical product sample alongside their quotation for scrutiny against specifications.
• Strict adherence to official quotation forms is required; retyping or altering forms without initialing changes is prohibited.

Skills Requirements

No specialized technical or professional skills are mandated. However, bidders must demonstrate operational capacity to execute a single delivery contract without prior performance defaults. Essential administrative competencies include maintaining active Central Supplier Database (CSD) registration, securing valid tax clearance status, providing accurate Broad-Based Black Economic Empowerment (B-BEE) verification documentation, and understanding public sector supply chain management protocols.

Key Terms & Conditions

• Preference Point System (80/20): Evaluation allocates eighty points based on price competitiveness and twenty points for specific transformation goals. Full points are awarded to companies with at least fifty-one percent black ownership, verified via CIPC certificates and CSD data.
• Mandatory Sample Submission: Required for all bids. Failure to provide a sample results in immediate disqualification. Samples are retained by the institution if the bid wins; otherwise, they must be collected within three months.
• Performance & Warranty: The supplier warrants goods against defects for twelve months post-delivery. Delays incur penalties calculated at the current prime interest rate per day. Contracts may be terminated for default, non-compliance, or corrupt practices, potentially resulting in a ten-year restriction from public sector contracts.
• Tax & Compliance: Offers from suppliers with non-compliant tax status or failed CSD verification will be rejected. All pricing must include VAT where applicable, and prices remain firm for the validity period.
