Objectives

The primary objective is to secure a qualified supplier to provide fifty units of disposable laparoscopic Babcock grasping forceps for clinical use in the operating theatre at Madadeni Hospital. The procurement aims to ensure a reliable, cost-effective, and fully compliant supply of sterile, single-use surgical instruments that meet stringent clinical and regulatory standards.

Scope

This is a once-off supply and delivery contract. The successful bidder will be responsible for delivering all fifty units directly to the hospital's theatre facility, with all transportation, handling, and insurance costs included in the quoted price. Products must be new, unused, sterile, and possess a minimum remaining shelf life of six months from the date of delivery. The evaluation follows a five-stage process: administrative compliance, technical specification adherence, delivery capacity verification, sample submission, and final assessment based on price and preferential procurement points.

Technical Requirements

• Instrument Type: Disposable electrosurgical tool designed specifically for laparoscopic procedures.
• Jaw Configuration: Broad, fenestrated (perforated), smooth, and rounded jaws configured as a traumatic jaw to minimize tissue damage during manipulation and dissection.
• Dimensions: Jaw length of 22mm; shaft diameter of 5mm with a 330mm working element.
• Ergonomics: Designed with a 360-degree finger wheel rotation mechanism for enhanced precision and control.
• Packaging & Usage: Must be supplied sterile, clearly marked for single use only, and fully compliant with the attached specification annexure.
• Regulatory Compliance: Requires a valid SAHPRA licence, Central Suppliers Database (CSD) registration, tax clearance status, and confirmation of product conformity to applicable South African standards.
• Quality Verification: Samples may be requested from shortlisted bidders for physical and functional inspection against the specification.

• Demonstrated Delivery Capacity: Bidders must submit at least one verified official order accompanied by a signed delivery note or invoice from a previous public or private healthcare institution to prove prior experience in supplying similar medical instruments.
• Administrative Competence: Must provide updated CIPC registration documents, a valid MAAA supplier number, and either a BBBEE certificate or a sworn affidavit.
• Contractual Readiness: Ability to maintain firm pricing for a 90-day validity period, comply with standard General and Special Conditions of Contract, and furnish performance security upon award.
