Objectives

The primary objective of this tender is to procure and deliver a reliable supply of disposable speculums to Hlengisizwe Community Health Centre for routine clinical and gynaecological procedures. The procurement seeks to secure cost-effective, compliant medical instruments while advancing provincial socio-economic transformation targets through structured preferential procurement.

Scope

The scope covers the end-to-end supply of 5,200 disposable speculums across three size categories, delivered to the designated health facility. This includes all packaging, transportation, insurance, and incidental services required for safe delivery. The contract operates under the KwaZulu-Natal Department of Health’s standard quotation framework, requiring strict compliance with administrative submission rules, specification adherence, and an 80/20 preference point evaluation model. The contract period and delivery timeline are to be specified by the successful bidder, with pricing remaining firm for 90 days.

Technical Requirements

• Product Quantities & Sizes: Small (900 units), Medium (2,200 units), and Large (2,100 units).
• Quality Standards: Goods must be new, unused, and represent the most recent models available. They must comply with applicable South African National Standards (SANS/SABS) or equivalent medical device specifications.
• Shelf Life: All supplied items must have a minimum validity period of six months from the date of delivery.
• Packaging & Transit: Packaging must protect against damage, deterioration, extreme temperatures, and rough handling during transit to potentially remote delivery points.
• Warranty: A twelve-month warranty from delivery/acceptance or eighteen months from shipment (whichever expires first) covering defects in design, materials, or workmanship. Defective items must be repaired or replaced at the supplier’s expense.
• Inspection & Testing: The purchaser may inspect, test, or analyse supplies before, during, or after delivery. Non-compliant goods may be rejected, with associated testing costs charged to the supplier.

Skills Requirements

No specialised clinical or engineering skills are required. Bidders must instead demonstrate competency in public sector supply chain management, including:

• Proficiency in completing mandatory government returnable documents (SBD forms, pricing schedules, preference claim forms) without retyping official templates.
• Active registration on the Central Suppliers Database (CSD) and valid SARS tax clearance verification.
• Logistical planning and inventory management capabilities to meet agreed delivery windows.
• Familiarity with contractual risk management, including penalty calculations for delayed performance and termination protocols.

Explanation of Key Procurement Terms

80/20 Preference Point System: An evaluation model where 80 points are allocated for competitive pricing and 20 points for specific socio-economic goals. Full points for the specific goal are granted to enterprises at least 51% owned by Black people, verified via a B-BBEE certificate or sworn affidavit.

SBD 4 (Disclosure of Interest): A mandatory declaration requiring bidders to disclose any personal, familial, or business relationships with employees of the KwaZulu-Natal Department of Health. Undisclosed relationships constitute a false declaration and result in immediate disqualification.

General & Special Conditions of Contract (GCC/SCC): Standardised government contract clauses governing delivery, payment terms, penalties, force majeure, dispute resolution, and termination rights. SCCs address bid-specific requirements and override conflicting GCC provisions.
