Objectives

The primary objective of this tender is the one-off, safe, and environmentally compliant collection and disposal of spent LED tubes and light waste from the KwaZulu-Natal Department of Health’s Natalia Head Office facility. The service aims to eliminate health and environmental hazards associated with improper light waste handling while ensuring full adherence to national waste management and occupational safety legislation.

Scope of Work

• On-site collection of LED and fluorescent tubes from designated storage or operational areas within the Natalia building.
• Provision of durable, impact-resistant containers or specialized boxes to prevent glass breakage and contain potential mercury/phosphor leakage during handling and transit.
• Transportation of the collected waste using vehicles and equipment certified for hazardous material movement.
• Final disposal at a legally recognized landfill or treatment facility, with strict prohibition against crushing the lights prior to disposal.
• Post-collection submission of all mandatory statutory documentation to the procuring authority.

Technical Requirements

• Maintain valid accreditation for hazardous waste collection, transport, and disposal as mandated by South African environmental regulations.
• Strict compliance with the Occupational Health and Safety (OHS) Act throughout all site operations, including risk assessments and controlled work methodologies.
• Use of appropriate, sealed, and labeled packaging systems designed specifically for fragile light waste.
• Employment of certified hazardous waste transport protocols and licensed carriers.
• Submission of a comprehensive Safety File detailing site-specific hazard controls, emergency response plans, and personnel safety gear specifications.
• Issuance of an official Disposal Certificate confirming that waste was lawfully received and processed at an accredited facility.
• All quoted prices must be firm, inclusive of VAT (where applicable), transport, labor, equipment, and profit margins, with a 90-day quotation validity period.

Skills and Qualification Requirements

• Proven operational experience and legal authorization to handle classified hazardous and light waste streams.
• Competent, trained personnel skilled in hazardous material handling, OHS compliance, and secure waste logistics.
• Administrative and compliance capacity to compile, verify, and submit statutory documentation, including Safety Files and Disposal Certificates.
• Valid Central Supplier Database (CSD) registration, SARS tax clearance compliance, and acceptable Broad-Based Black Economic Empowerment (B-BBEE) status.
• Financial and logistical stability to execute a single-event contract without unauthorized subcontracting of hazardous waste handling.

Clarification of Key Terms

Hazardous Waste Accreditation: Formal recognition by relevant South African environmental authorities permitting the legal collection, transport, and disposal of classified waste streams. This ensures the contractor operates within national environmental compliance frameworks.

Disposal Certificate: A legally binding document issued by the receiving facility or regulatory body, serving as auditable proof that the waste was disposed of in accordance with national environmental legislation and cannot be used as a raw material or recycled improperly.

Non-Crushing Disposal Requirement: LED and fluorescent tubes contain trace metals, phosphors, and sometimes small amounts of mercury. Crushing them before disposal can release harmful substances into the environment and void environmental compliance certifications. Lights must be transported and disposed of intact.

Preference Points System: The evaluation utilizes an 80/20 scoring model. Eighty points are awarded based on price competitiveness, while twenty points are allocated specifically to companies owned at least 100% by Black Africans, in alignment with national preferential procurement regulations.
