Objectives

The primary objective of this Request for Quotation (RFQ) is to identify and engage a qualified supplier capable of procuring and delivering essential materials required for ongoing road maintenance operations within the Maphumulo Municipality area.

Scope

• Supply and Delivery: Provision of road maintenance materials, with physical delivery to the Municipality’s Supply Chain Management Unit reception tender box.
• Contractual Execution: The awarded supplier must sign a formal written contract using the prescribed Municipal Bidding Document (MBD7).
• Delivery Scheduling: Bidders must clearly state the required delivery period and lead time for each material category.

Technical Requirements

• Materials must meet standard municipal road maintenance specifications and quality benchmarks.
• All quotations must exclude VAT, with transparent unit pricing and calculated totals.
• Post-submission price modifications are strictly prohibited unless manually signed by the bidder; unsigned alterations will result in automatic disqualification.
• Bids must be submitted on official municipal templates without re-typing, delivered before the closing deadline, and placed in the designated tender receptacle.

Skills & Compliance Requirements

• CSD Registration: Active registration on the Central Supplier Database with a verification report issued within the last three months.
• Tax Compliance: Valid Tax Compliance Status (TCS) certificate or SARS-issued PIN.
• B-BBEE Certification: Current Broad-Based Black Economic Empowerment status level documentation or a sworn affidavit.
• Mandatory Declarations: Fully completed and signed MBD4 (Declaration of Interest), MBD6.1 (Preference Points Claim), MBD8 (Past SCM Practices), and MBD9 (Independent Bid Determination).
• Operational Verification: Proof of residential lease, rental agreement, or notarized affidavit with resident confirmation if the business operates from a private dwelling.
• Ineligibility Clause: Individuals currently employed by or serving in any capacity for the state are barred from participating.

• 80/20 Preferential Procurement System: Bid evaluation allocates 80 points based on competitive pricing and 20 points based on specific socio-economic transformation goals. Points are awarded for verified ownership by historically disadvantaged individuals, women, youth, persons with disabilities, or residents of rural areas and townships. Demographic proof must be attached to substantiate claims.
• Collusive Bidding Declaration (MBD9): A legally binding certification confirming that the bid was developed independently, with no prior consultation, price coordination, market allocation, or bid-rigging arrangements with competing firms. Breaches may trigger contract termination, financial recovery actions, and a ten-year prohibition from public sector procurement.
• Strict Template Compliance: All municipal bidding forms must be used exactly as provided. Incomplete, unsigned, or altered mandatory documents will invalidate the submission regardless of pricing or capability.
