Objectives

The primary objective of this tender is to appoint a qualified architectural service provider to undertake repairs and refurbishment of the Tweeling Magistrate Office, including structural, civil, electrical, mechanical, and civil infrastructure works. The service provider will act as the principal agent, ensuring the project meets statutory requirements, quality standards, and sustainability goals, with a focus on energy efficiency, environmental friendliness, and local content.

Scope

The scope encompasses:

• Provision of full architectural services across all project stages (1 to 6), including inception, concept design, design development, documentation, procurement, construction, and close-out.
• Acting as principal agent, coordinating with other consultants (civil, electrical, structural, etc.), managing site inspections, and administering the building contract.
• Designing repairs and refurbishments to address roof leaks, broken tiles, window frames, structural cracks, electrical fittings, civil infrastructure, and air-conditioning systems.
• Preparing documentation for statutory approvals, tenders, and construction, including detailed drawings, specifications, and contract documentation.
• Implementing labour-intensive construction strategies where applicable, in compliance with EPWP guidelines.
• Reporting and monitoring progress, including monthly reports, progress updates, and final close-out documentation.

Technical Requirements

The technical requirements include:

• Adherence to the Department’s standards, legislation, and regulations, including Occupational Health and Safety Act, Heritage Act, Environmental legislation, and relevant standards (e.g., SANS 10142).
• Designing energy-efficient, environmentally friendly, and locally sourced solutions, incorporating green building principles and sustainable development practices.
• Provision of professional indemnity insurance of at least R1.5 million, with proof required.
• Compliance with security clearance procedures for personnel involved in projects requiring security access.
• Use of compatible software applications for project programming and documentation.
• Coordination with other service providers and adherence to project timelines and milestones.
• Preparation of detailed project programmes, progress reports, and close-out documentation.

Skills Requirements

The successful tenderer must demonstrate:

• Registration as a professional architect with SACAP, with current registration certificates for all key personnel.
• Experience in managing refurbishment and repair projects of similar scope and complexity, preferably within the public sector.
• Capability to coordinate multi-disciplinary teams, including civil, electrical, structural, and mechanical engineers, as well as other specialists.
• Proven track record in delivering projects on time, within budget, and in compliance with statutory and quality standards.
• Qualified and experienced human resources, including key personnel with relevant CVs, professional registration, and project experience.
• Ability to implement labour-intensive construction strategies in line with EPWP requirements.
• Financial capacity and professional indemnity insurance coverage to undertake the project.
• Knowledge of local content policies and sustainability principles, with a focus on "green" design solutions.
