Objectives

The primary objective of this tender is to appoint a qualified and registered Occupational Health and Safety (OHS) Agent to oversee and monitor compliance with the Occupational Health and Safety Act (Act 85 of 1993) and related legislation during the repair and refurbishment of the Vredefort Magistrate's Office. The appointed Service Provider will act as the Professional Construction Health and Safety Agent, ensuring safety standards are maintained throughout the project, including monitoring contractor compliance, conducting audits, and managing safety documentation.

Scope

The scope of services includes:

• Appointment and briefing of the professional team, including establishing project safety requirements.
• Development and review of construction health and safety risk profiles, policies, specifications, and plans.
• Preparation of tender documentation with safety considerations.
• Evaluation and verification of contractor competencies and resources during tendering.
• Appointment, briefing, and site handover to the principal contractor and subcontractors, including approval of safety plans.
• Monitoring during construction: audits, inspections, risk assessments, incident investigations, and compliance checks.
• Management of safety documentation, including permits, risk assessments, and safety files.
• Coordination with authorities for permits and registration of installations (lifts, boilers, incinerators, etc.).
• Project close-out activities, including final safety audits, documentation transfer, and maintenance planning.

Technical Requirements

The technical requirements specify that the Service Provider must:

• Be a registered professional Construction Health and Safety Agent under the Construction Regulations 2014.
• Employ competent personnel, including at least one with NEBOSH International General Construction Health & Safety Certificate or higher qualification.
• Provide proof of registration with SACPCMP and relevant professional bodies.
• Maintain professional indemnity insurance of at least R1.5 million.
• Develop and implement comprehensive safety management plans, risk assessments, and safety files.
• Ensure compliance with all applicable legislation, standards, and safety regulations throughout all project phases.
• Use compatible software for project documentation and programming.
• Obtain necessary security clearances for personnel involved in projects requiring such clearance.

Skills Requirements

The tenderer must demonstrate:

• Proven experience on comparable construction projects within the last 5 years, especially in safety management.
• Adherence to contractual commitments and high-quality performance on previous projects.
• Qualified and experienced human resources, including Key Persons with relevant professional registration and CVs.
• Capability to conduct safety audits, risk assessments, incident investigations, and compliance monitoring.
• Ability to coordinate effectively with multidisciplinary professional teams, authorities, and contractors.
• Capacity to prepare and manage safety documentation, permits, and safety files efficiently.
• Knowledge of applicable legislation, standards, and best practices in construction health and safety.
• Availability of professional indemnity insurance and compliance with all registration and legal requirements.
