Objectives

The primary objective of this tender is to appoint a professional service provider to carry out structural engineering services for the repair and refurbishment of the Zastron Magistrate Office. The services aim to ensure the structural integrity, compliance with relevant standards, and successful completion of the project within specified parameters.

Scope

The scope encompasses a comprehensive range of engineering services, including:

• Preliminary investigations, feasibility studies, and project brief development.
• Concept design, detailed design, and preparation of procurement documentation.
• Construction monitoring, contract administration, and site supervision.
• Final project close-out, including defect rectification, as-built documentation, and handover.
• Specialized assessments such as structural crack analysis, roof and gutter inspections, underground services evaluation, and heritage site considerations.
• Coordination with other service providers and compliance with legislation and standards.

Technical Requirements

The technical requirements include:

• Provision of services in accordance with the 2023 NDPWI Scope of Engineering Services and Tariff of Fees.
• Adherence to the Standard Professional Services Contract (July 2009 CIDB edition) and relevant legislation.
• Implementation of design innovation emphasizing "green" and sustainable solutions, energy efficiency, water conservation, and environmental friendliness.
• Preparation of detailed design drawings, specifications, cost estimates, and procurement documentation.
• Construction monitoring at specified levels (part-time or full-time) with qualified personnel.
• Compliance with occupational health and safety regulations and environmental legislation.
• Coordination with other disciplines such as architecture, quantity surveying, electrical, mechanical, and environmental specialists.
• Provision of security clearance for key personnel if required.
• Delivery of final documentation, including as-built drawings, manuals, warranties, and certificates.

Skills Requirements

The tenderer must demonstrate:

• Registration and professional indemnity insurance coverage as per the Engineering Profession Act, 2000.
• Full-time supervision by registered professional structural engineers or technologists.
• Experience in similar projects within the past five years, including structural repairs, heritage site considerations, and heritage building refurbishments.
• Proven contractual performance and quality of previous work.
• Qualified and experienced human resources, including key personnel with relevant CVs and registration certificates.
• Capacity to allocate sufficient qualified staff and resources to meet project demands.
• Ability to provide comprehensive project management, coordination, and reporting skills.
• Knowledge of legislation, standards, and environmental requirements applicable to heritage and structural engineering projects.
• Ability to innovate in sustainable and energy-efficient design solutions.
