Objectives

The primary objective of this tender is to appoint a Service Provider to deliver architectural services for the repair and renovation of the Zastron Magistrate Office. The services include comprehensive architectural functions from inception through to project close-out, acting also as Principal Agent, with a focus on repairs (notably wall cracks), electrical and mechanical installations, and ensuring compliance with relevant legislation, standards, and sustainability principles.

Scope

The scope encompasses:

• Provision of full architectural services across all work stages (1 to 6), including project planning, design, documentation, procurement, construction supervision, and project close-out.
• Special attention to repairs, renovations, and upgrades, including structural, electrical, mechanical, and environmental considerations.
• Coordination with other service providers (engineers, quantity surveyors, etc.) and adherence to departmental standards and manuals.
• Implementation of labour-intensive works in line with EPWP guidelines, including monitoring and reporting on social and employment indicators.
• Compliance with legislation such as Occupational Health and Safety Act, Heritage, Environmental, and Building Regulations.
• Design innovation emphasizing energy efficiency, environmental sustainability, and local content.
• Final documentation and handover, including as-built drawings and project records.

Technical Requirements

The technical requirements include:

• Adherence to the 2023 NDPWI Scope of Architectural Services and Tariff of Fees.
• Provision of comprehensive project documentation suitable for local authority approval and tendering.
• Implementation of a detailed project programme with milestones, monitored throughout construction.
• Compliance with all relevant legislation, standards, and departmental manuals.
• Use of compatible software for project documentation and programming.
• Security clearance for key personnel where applicable.
• Provision of professional indemnity insurance with minimum cover as specified.
• Monitoring and reporting on EPWP labour and social indicators during construction.
• Coordination with other service providers and adherence to project milestones and quality standards.

Skills Requirements

The tenderer must demonstrate:

• Registration as a Professional Architect with SACAP, with current registration certificates for key personnel.
• Experience in managing similar repair, renovation, and upgrade projects, especially involving structural repairs and infrastructure installations.
• Capability to coordinate multidisciplinary teams, including engineers and quantity surveyors.
• Proven ability to deliver projects within specified timeframes and budgets, with quality assurance.
• Experience in implementing labour-intensive construction methods and monitoring social and employment indicators.
• Ability to prepare comprehensive project documentation, including local authority submissions and tender documentation.
• Knowledge of relevant legislation, standards, and departmental procedures.
• Capacity to provide professional indemnity insurance and meet all legal and contractual obligations.
• Strong communication, coordination, and reporting skills, with experience in project management and supervision.
