Objectives

The primary objective of this tender is to source a service provider capable of supplying and delivering dosing chemicals used at the Port of Saldanha's Iron Ore Terminal. The chemicals are essential for dust suppression and binding of iron ore dust, particularly at entry (train offloading) and exit (vessel loading) points, ensuring compliance with environmental and safety regulations. The selected provider will support TPT's operational goals by meeting demand requirements in terms of capability, capacity, and adherence to legal and safety standards.

Scope

The scope of work includes the supply and delivery of specific dosing chemicals with projected quantities as follows:

• BM – 210 E: 10,000 litres
• BM – 515E: 10,000 litres

The chemicals are to be supplied within the first two months of their shelf life or expiry date, as per TPT instructions. The scope applies specifically to the Iron Ore Terminal at Saldanha, focusing on dust suppression activities at designated points in the terminal operations.

Technical Requirements

Service providers must meet the following technical criteria:

• Implement and maintain compliance with applicable health, safety, quality, and environmental regulations, including NOSA CMB253, relevant SANS codes, the OHS Act of 1993, and OHSAS 18001 standards.
• Ensure proper packaging and labelling of chemicals.
• Inform all involved employees of hazards, risks, and relevant safety procedures, providing proof of compliance.
• Submit an updated SHE (Safety, Health, Environment, Risk, and Quality) file to SHERQ department within 14 days of contract award.
• Adhere to all relevant safety, environmental, and operational procedures, including permit-to-work, lockout procedures, fall protection, and emergency plans.
• Ensure chemicals are supplied in accordance with legislation and standards, with proper documentation and certification.

Skills and Competency Requirements

The service provider must demonstrate:

• Competence and experience in chemical supply and dust suppression activities at a bulk terminal environment.
• Ability to comply with all safety, health, and environmental standards and procedures.
• Availability of a permanently manned communication system (telephone and fax) for immediate contact.
• Capability to prepare and submit all required SHE documentation and compliance records.
