Objectives

The primary objective of this tender is to procure services for drawing oil samples from mini substations and topping up oil as required at Townhill Hospital. The aim is to ensure proper maintenance and monitoring of transformer oil quality to prevent equipment failure and extend asset lifespan.

Scope

The scope includes:

• Drawing oil samples from mini substation transformers
• Top-up of transformer oil where necessary
• All related activities such as disconnections, reconnections, trenching, cable removal, and installation of new cabling
• Execution of electrical repairs to streetlights along specified routes within the hospital premises
• Compliance with safety, quality, and technical standards as specified in the detailed specifications

Technical Requirements

The technical requirements include:

• Attendance at a compulsory site briefing session scheduled for 11/08/2026 at 10:00 in the SCM Stores Department
• Provision of all materials, labour, and equipment necessary for sampling and oil top-up activities
• Adherence to standards such as CIDB grading 1EB, Department of Labour registration as an electrical contractor, and compliance with relevant safety and quality standards
• Execution of electrical disconnections, cable removal, trenching (up to 600mm deep and 300mm wide), cable laying, and reconnections
• Proper packaging, handling, and transportation of materials and waste
• Provision of detailed documentation, including safety files, qualification proof, and compliance certificates

Skills Requirements

The skills and qualifications required for bidders include:

• Registered electrical contractors with valid registration with the Department of Labour
• CIDB grading of 1EB or higher
• Qualified technicians with trade test certificates or equivalent training
• Experience in electrical repairs, trenching, cable laying, and transformer oil sampling
• Ability to adhere to safety protocols and standards such as OHS Act and Regulations
• Competence in handling hazardous materials and waste management
• Capability to provide all necessary documentation and proof of previous work and compliance
