Objectives

The primary objective is to design, fabricate, construct, and commission a fully integrated dust suppression system at the Magnetite and Triangular stockpiles. This initiative aims to mitigate excessive airborne dust generated by bulk material handling and prevailing winds, thereby eliminating health and safety hazards, improving operational visibility, and ensuring compliance with environmental regulations.

Scope of Work

The successful contractor will deliver end-to-end implementation, including:

• Installation of SIME KRANOS rain guns mounted on S355JR structural steel U-beams with reinforced concrete footings.
• Fabrication and deployment of an automated control system comprising real-time PM10, PM2.5, and TSP dust sensors, a PLC/control panel, solenoid-operated valves, and instrumentation. The system must auto-activate/deactivate based on preset thresholds, integrate with existing SCADA and conveyor controls, and feature local/manual override.
• Laying of an HDPE piping network for water distribution, including tie-ins to existing infrastructure.
• Trench excavation, bedding, backfilling, and installation of ground markers per safety and drainage specifications.
• Supply and installation of four Hydro-MPC-E 4 CR-90-3-1 centrifugal pumps.
• Construction of a dedicated pump house with waterproofing, chemical/moisture-resistant flooring, and temperature regulation.
• Provision of complete as-built drawings and strict adherence to SANS 10142 and project safety protocols.

Technical Requirements

• Equipment Specifications: Industrial-grade materials (S355JR steel, certified HDPE piping, specified centrifugal pumps) capable of withstanding continuous operation.
• System Integration: Seamless compatibility with legacy plant automation (SCADA) and conveyor networks, plus reliable manual fallback controls.
• Environmental Resilience: All installations must endure a highly corrosive, saline, and dust-laden atmosphere, high humidity, ambient temperatures of 5°C–45°C, and wind velocities up to 60 km/h (storm gusts up to 180 km/h).
• Contract Framework: Execution under the NEC3 Engineering & Construction Contract (Option A), requiring milestone-based activity scheduling, fortnightly programme updates, and formal compensation event procedures.
• Insurance Mandates: Comprehensive coverage including contract works, public liability, equipment, motor vehicle liability (minimum R5 million indemnity), and SASRIA protection.

Skills and Eligibility Requirements

• Grading: Minimum CIDB contractor grading of 3 CE or higher.
• Experience: Proven track record in either dust sprinkler system installation or water pipe/pump works, substantiated by traceable references (purchase orders, completion certificates, or invoices) within the past ten years.
• Compliance: Registration on the National Treasury Central Supplier Database (CSD), valid tax clearance, letters of good standing, and no serious legal breaches in the preceding five years.
• Personnel: Submission of CVs for key technical staff demonstrating relevant qualifications and field expertise.
• Joint Ventures: Permitted if the lead partner meets the required grading and a certified joint venture agreement is provided within four weeks of contract award.
• Evaluation: Scoring follows a functionality-first approach (minimum 60 points required), followed by price and B-BBEE preference points.

• NEC3 ECC Option A: A collaborative construction contract model using a priced activity schedule. Payments are released upon completion of predefined milestones. Contractors must proactively manage risks, submit updated programmes regularly, and follow strict notification procedures for variations or delays (compensation events).
• CIDB 3 CE Grading: The Construction Industry Development Board’s classification for civil engineering contractors. Level 3 certifies capability to execute medium-scale civil projects involving earthworks, pipeline networks, and structural foundations.
• SASRIA Insurance: Coverage administered by the South African Special Risks Insurance Association, providing financial protection against losses resulting from civil commotion, terrorism, riots, strikes, and related political violence.
• B-BBEE 80/20 Preference System: A statutory procurement scoring mechanism where 80 points are awarded for competitive pricing and 20 points for Broad-Based Black Economic Empowerment status levels, balancing fiscal efficiency with national transformation targets.
