Objectives

The primary objective of this tender is to appoint an Environmental Assessment Practitioner (EAP) to serve as an Environmental Control Officer (ECO) during the construction of the 3rd Multi-Purpose Terminal (MPT) Warehouse and associated infrastructure at the Port of Saldanha. The ECO will ensure compliance with environmental regulations, monitor mitigation measures, and oversee environmental management throughout the 24-month construction period.

Scope

The scope includes:

• Design, supply, fabrication, construction, and commissioning of the warehouse and supporting infrastructure.
• Provision of environmental oversight as ECO, including compliance monitoring, reporting, audits, and environmental management during construction.
• Preparation of audit plans, schedules, reports, and training materials.
• Conducting monthly site inspections, compliance audits, and post-construction environmental close-out audits.
• Supporting amendments to the Environmental Management Programme (EMPr) as needed.
• Ensuring all environmental conditions and mitigation measures are implemented and documented.

Technical Requirements

The technical requirements for the tender are:

• Provision of a company profile demonstrating relevant services.
• Demonstration of experience in fulfilling the independent ECO role, including at least 6 years of relevant work experience.
• Provision of a portfolio of previous ECO services at six different companies, with contact references.
• Evidence of ECO registration with the Environmental Assessment Practitioners Association of South Africa (EAPASA), including proof of registration.
• Submission of detailed CVs and qualifications of proposed ECO personnel.
• Demonstration of understanding of environmental legislation, regulations, and standards (e.g., SANS codes, OHS Act, ISO standards).

Skills Requirements

The skills and competencies required include:

• Minimum Bachelor's degree/B-tech/National Diploma in Environmental Management, Science, or Studies.
• At least 6 years of proven experience as an independent ECO.
• Registration with EAPASA as an ECO.
• Strong knowledge of environmental legislation, regulations, and best practices.
• Ability to develop and implement environmental audit plans, reports, and training materials.
• Excellent communication skills for conducting training, meetings, and reporting.
• Capability to monitor compliance, conduct audits, and manage environmental documentation effectively.
