The primary objective of this tender is to procure compliant elastic combination lumbar braces specifically designed for female patients. Scope

This is a once-off supply contract for medical goods. The scope encompasses the delivery of ninety (90) units of elastic combination lumbar braces distributed across nine cribbed sizes (28, 30, 32, 34, 36, 38, 40, 42, and 48), with ten units required per size. All goods must be delivered directly to Northdale Hospital. The quotation remains valid for ninety days, and the contract is structured as a single delivery event with no ongoing service obligations.

Technical Requirements

• Products must fully comply with the hospital’s annexured specification document, covering structural design, material safety, back-support functionality, and dimensional accuracy.
• All supplied braces must be brand new, unused, and possess a minimum remaining shelf life of six months upon delivery.
• Goods must adhere to applicable South African National Standards (SANS/SABS) and medical device safety protocols.
• Bidders may be required to submit physical samples for independent verification if ranked among the highest-scoring quotations.
• Quoted prices must be firm, inclusive of all applicable taxes (if VAT-registered), and cover full transportation, handling, and delivery costs to the hospital.

Skills and Qualification Requirements

• Valid licence issued by the South African Health Products Regulatory Authority (SAHPRA) permitting the manufacture, wholesale, or distribution of medical devices.
• Active and verified registration on the Central Suppliers Database (CSD).
• Current tax compliance status confirmed via a valid SARS PIN or clearance certificate.
• Documented proof of enterprise ownership (BBBEE certificate or sworn affidavit) to qualify for preferential procurement scoring.
• Proven logistical capacity to execute timely deliveries and a verifiable track record free of unexcused public-sector delivery defaults.

80/20 Preference Point System: A standard South African public procurement evaluation framework where eighty percent of the total score is allocated to price competitiveness and twenty percent to specific socio-economic goals. For this tender, the full twenty points are reserved for promoting South African-owned enterprises.

Standard Bidding Documents (SBDs): Mandatory compliance forms including SBD 4 (Disclosure of Interest) to identify and mitigate conflicts involving state employees, and SBD 6.1 (Preference Points Claim Form) to substantiate claims for specific goal allocations.

Penalties and Termination Clauses: Delayed delivery triggers daily financial penalties calculated at the prevailing prime interest rate. The procuring institution reserves the right to terminate contracts for non-compliance, fraud, or persistent default, and may impose procurement exclusion penalties of up to ten years in accordance with national treasury regulations.
