Objectives

The primary objective of this tender is to appoint a qualified electrical engineering consultant to design high mast lighting projects for the 2026/2027 period. The aim is to enhance service delivery by providing effective municipal lighting solutions, supporting the municipality's constitutional mandate, and ensuring proactive planning for future high mast lighting initiatives.

Scope

The scope encompasses the provision of comprehensive professional engineering services related to the design and development of high mast lighting projects. This includes:

• Preparation and coordination of tender documentation and bidding processes
• Application of professional norms and ethics
• Project management and contract administration
• Conducting site meetings and public participation activities
• Compilation of close-out reports and development of operation & maintenance manuals
• Feasibility studies, concept design, detailed design development, and submission drawings
• Procurement documentation, tender evaluation, and recommendations
• Contractor supervision, inspection, and project close-out activities

Technical Requirements

The technical requirements include:

• Design development drawings and specifications
• Local authority submission drawings and reports
• Cost estimates and detailed design documentation
• Preparation of tender documents and evaluation reports
• Construction monitoring, site inspections, and quality assurance
• Compliance with occupational health and safety regulations
• Provision of electrical certificates of compliance
• Development of operation and maintenance manuals, guarantees, and warranties
• Submission of as-built drawings and final documentation

Skills Requirements

The successful bidder must demonstrate the following skills and qualifications:

• Relevant Experience: Proven track record in electrical network projects, specifically in high mast lighting design and implementation.
• Key Personnel:
  • Project Manager: Minimum 10 years' experience, registered with a professional body (ECSA), with a proven record in electrical network projects.
  • Design Engineer/Technologist: Minimum 10 years' experience, registered as a professional engineer or technologist, with relevant project experience.
  • Resident Engineer/Clerk of Works: Minimum 5 years' experience, with relevant qualifications.
• Methodology: Clear demonstration of understanding of project challenges, execution strategies, and monitoring procedures.
• Professional Indemnity Insurance: Valid proof of insurance coverage for the duration of the project.
• Compliance: Ability to meet all technical, safety, and regulatory standards specified in the tender documentation.
