Objectives

The primary objective of this tender is to procure ICT Audit Services for the Greater Kokstad Municipality for the 2025/2026 period. The services aim to assess and ensure the effectiveness, compliance, and security of the municipality's ICT systems through a comprehensive audit process.

Scope

The scope includes conducting ICT audits aligned with local government standards, evaluating the municipality’s ICT infrastructure, systems, and processes. The scope also involves providing expert recommendations based on audit findings and ensuring compliance with relevant regulations and standards.

Technical Requirements

• Experience in conducting ICT audits within local government contexts.
• Ability to demonstrate relevant project experience with signed appointment letters, certificates of completion, or reference letters.
• Provision of qualified personnel with specific roles including a Team Leader and other key roles, each with defined experience and qualification criteria.
• Adherence to the functionality assessment criteria, requiring a minimum score of 60 out of 100 to qualify.
• Submission of detailed CVs and certified proof of qualifications for all personnel involved, with certifications not older than six months.

Skills Requirements

The tender specifies the need for personnel with the following skills and qualifications:

• Experience in ICT audits, with specific years of experience depending on the role:
• Team Leader: 10+ years
• Senior roles: 5-9 years
• Mid-level roles: 2-4 years
• Junior roles: 3-4 years and above, or 2 years for entry-level
• Qualifications including:
• Honours degree in Internal Auditing, B.Com Accounting, CTA, or Degree in Computer Science
• Certified Information System Auditor (CISA)
• Certified Internal Auditor (CIA)
• Membership of the Institute of Internal Auditors (IIA)
• All personnel must submit detailed CVs and certified proof of qualifications, with documents not older than six months.
